  2. General Update • Agenda Items for Today: • NPRR 444 (vote) • NPRR for Verifiable Cost Manual Revision process (no vote) • Fuel cost for RUC units. (no vote) • Value of Waste Heat from a Combined Cycle Resource for use in RMR (no vote) • Opportunity cost of emissions credits of an RMR unit. (no vote) • Long Term Solution on the Value of “X” for short term gas purchase and shaping. (no vote) • Other Items • NPRR 385 – Impact Test to CMWG • Load Providing Capacity – Tabled

NPRR 444 Supplemental Reliability Deployment Report Generation and Load Resources deployed for reliability purposes often result in market distortions that artificially lower prices when market conditions would call for prices to be at a higher level. This Nodal Protocol Revision Request (NPRR) works to remove those influences from the market for more accurate price formation. • RCWG has reviewed and commented on the NPRR. ERCOT updated the NPRR per the comments received. • The QSGR were included in NPRR 444, update upon resolution of NPRR 487 • The total relaxed MW and GTBD shall not exceed XX% of the available ramp rate. 6.5.7.3 (5) (c) • The tolerance for receiving a make whole payment should be tighter than the Base Point Deviation metric. 6.6.12.1.1

Long Term Fuel Cost Solution for Fuel Adder • Determine a fuel cost adder that better reflects the deliver cost of fuel • Reduced the Seven different options down to Three • Replace VOX with actual Resource-specific fuel cost adder (VOXR), where the subscript “R” represents individual generators. • Same as Option 5, but only applicable to solid fuel Resources such as coal fired units. For non-solid fuel generators there would be a generic VOX. • RCWG will select one of the following: • Create a VOX for each of the congestion management zones and apply these VOX values to generators. • VOX = (% spot fuel + % transportation costs) • Resource specific would be complicated to review. Not only is this fuel that was purchased and consumed but also purchased and resold.
