  3. Fuel Adder NPRR 485 • The assignment was to determine the definition of the word “incremental” in the following sentence:

Fuel Adder NPRR 485 From the NPRR: • …provide for consistent application of the fuel adder that is meant to compensate Resources for the actual cost of transporting and purchasing fuel on the spot market across Mitigated Offer Caps and Reliability Unit Commitment (RUC) instructions… • “…plus consideration of a fuel adder that compensates for the transportation and purchasing of spot fuel as described in the Verifiable Cost Manual…”

  5. Fuel Adder NPRR 485 • RCWG could not reach consensus, therefore we request guidance from WMS on the following question: • Are mitigated fuel cost intended to: • (a) reflect competitive offers by including only the resource’s variable fuel cost; or • (b) protect against market power abuse and allow resources to be compensated for its total fuel cost? • RCWG will apply the answer to question above to the applicable NPRR 485 fuel costs.

  6. RCWG Schedule • Return to our original schedule • Adjust our schedule for 2014 to be more convenient to increase attendance.
