Study Objectives • Recent trend: Increased decentralization. • Emergent corporate model in the federal public service. • Policy implications: union position regarding decentralization.
Methodology • 2008 PSES covered both TB and separate employers with a response rate of 65%. • Sample: 162 work units. • TB: Departments of Finance, Justice, Health, Transport, Natural Resources… • Separate employers: CFIA, CRA, NRC, OSFI, NEB, NC Commission… • Statistical analysis: Analysis of Variance & Multiple Linear Regression.
Issues Studied • Leadership • Trust in senior managers • Top/Down information sharing • Workplace Ethics • Harassment • Discrimination • Workload, training, and career progress • Workload satisfaction • Satisfaction with training • Satisfaction with career progress
The issue studied; object of comparison. Factor having a positive impact, increases the studied issue. Factor having a negative impact, decreases the studied issue. Factor having no significant impact on the issue. Existence of a significant relationship. No significant relationship exists. LEGEND
