Evaluation Conference • Organised in Strasbourg on 15-16 April 2010 in the framework of the Swiss Chairmanship of the CoE • Evaluation 2006-2009 and Programme 2010-2014 have been discussed • EDC/HRE coordinators’ contribution (ex. active roles, coordinators’ corner, round table) • Conference report available in English, French and Russian

  3. Council of Europe Charter on EDC/HRE • Adopted on 11 May 2010 • Discussion paper by M. Eaton and S. Poznyak • Informal consultation meeting on 11-12 October 2010 • Steering Committee for Education – Bureau meeting on 9-10 December 2010 • Inter-institutional meeting in 2011 • Translations into non-official languages

  4. Regional networks • South East Europe (2 meetings – Belgrade, January 2010, and Sarajevo, October 2010 – launch of the 6 manuals) • Black Sea and Baltic countries (Summer School on Democracy through Education, postponed until 2011) • Nordic countries (meeting in Spain, August 2010)

Other events • Summer Academy on “Democracy at School” • A joint project of the Polish MoE, Centre for Education Development, CoE and European Wergeland Centre • Participants: Educators (teams which include a head teacher and teacher from the same school and an NGO or Parents’ Community representative) from the countries participating in Eastern Partnership program including Ukraine, Belarus, Azerbaijan, Georgia and also Russia, Sweden and Poland • Exceptionally positive feedback received from experts and participants • 2nd edition is planned in 2011

Key activities in 2011 • Inter-institutional meeting on “Strategies for the implementation of regional and international texts on EDC/HRE“ • Meeting on learners’ assessment • 18th meeting of EDC/HRE coordinators • Black Sea and Baltic network – event (summer school for teachers and students + on-line conference) • Nordic network – event • South East Europe network • Launching of joint EU-CoE programme in Turkey • Assistance to member states • Re-designing of the EDC/HRE website • Continued co-operation in Kosovo (under UNMIK 1244) within the cope of the joint EU/CoE project

Introduction to the workshops - 1 Workshop 1: Exchange of information and experiences on what has happened in member states since the last meeting • What are the recent developments in this field in the member states? Each group is invited to agree on 3 most prominent / interesting developments in EDC/HRE that could be presented to the plenary • A summary of written contributions from the EDC/HRE coordinators will be made available at the meeting

Introduction to the workshops - 2 Workshop 2: The main outcomes of the International Civic and Citizenship Education Study (ICCS) (4 parallel groups) • A small launch event will be organised by the EC in Brussels on 22 November to release the outcomes of the European module of the survey, and a press release will be issued. • How can this occasion, as well as the outcomes of the survey more generally, be used to raise awareness of EDC/HRE?

Introduction to the workshops - 3 Workshop 3: Putting into practice the CoE Charter on EDC/HRE adopted in the framework of Recommendation CM/Rec(2010)7 • The Charter will provide focus for the future CoE programmes on EDC/HRE. What should be the main priorities for action at the national and international level? In particular, the participants are invited to discuss the following proposals: • Strategy for implementation for the Charter B. Special national events and / or integration of the Charter in the existing events C. National networks, including all key stakeholders • Council of Europe review conference

  14. Introduction to the workshops - 4 Workshop 4: Teaching the case-law of the European Court of Human Rights in schools • What examples of good practice exist in the member states on this topic? How should the Council of Europe support and promote this work? A questionnaire will be distributed at the meeting

  15. Introduction to the workshops – 5 Workshop 5: Students assessment in EDC/HRE • What examples of good practice exist in the member states on this topic? What kind of Council of Europe publication / tool would be useful for the member states?
