  7. How the 5% Relets are defined You have a choice: Boroughs and RSLs either provide 5% of gross relets or net off transfers and decants and provide 6.25% of net relets. Boroughs or RSLs are given the option of netting off their annual decant demand from the total re-let figure from which the 5% is taken.

  8. Wheelchair and sheltered units Partners may hold back individual properties from the 5% if, for example, they wish to advertise or allocate directly to a decant or to a household with particular special needs which are difficult to meet.

  9. Advertising Cycles Capital Moves will have a weekly advertising cycle Capital Moves will encourage the Boroughs to adopt total synchronisation of advertising cycles.

  10. How will the 5% be selected? Initially the properties for inclusion in Capital Moves are likely to be selected by the boroughs How could this work?

How Bids will be prioritised Boroughs and RSLs should decide how their applicants are mapped across to the Capital Moves bands, according to their priorities/ instead of this being based on agreement across London of the categories of applicant to go into each band. There will be four Capital Moves bands. Band 1 will be for exceptional need / emergencies, which may include mobility need (due to employment or to give or receive support), decants and underoccupiers. Band 2 will be for urgent cases, Band 3 for those in housing need to whom a reasonable preference has been given by the borough. Band 4 will be for those with no identified need.

  13. Developing a system to prevent any borough from losing out significantly whilst encouraging mobility. An equalisation system will operate. Where a partner tenant/homeseeker successfully bids for a property from their own borough or RSL, their borough or RSL will put an additional equivalent property into the pool. The aim will be for 5% mobility in and out for relets. For boroughs/RSLs which have elected to provide a higher proportion of net relets, instead of 5% gross relets, or have decided to net off decant demand, then their tenants/homeseekers mobility opportunities will reflect the number of properties they put into the pool. There will be quarterly monitoring by the supplier of ins and outs. Where a partner has had more people housed than they have housed, they will put additional properties in as above, until balance is achieved. If necessary to achieve balance, their tenants/homeseekers will not be able to bid for a period until the balance is restored. Where a partner has had more in-migration the out-migration, they will put fewer properties in until the balance has been restored.

  14. Common Housing registers In the preferred scenario: RSL tenants will be registered on the borough housing register or common register to be eligible for Capital Moves This means that RSL tenants should be given the same priority as council tenants
