Deputy Prime Minister & Minister of Finance and Economic Development 09.15-09.30 hrs National Strategy for the Development of Statistics Presentation by Prof. Ben Kiregyera, Ph.D 09.30-10.30 hrs Discussions 10.30-11.00 hrs 11.00 hrs Closing and Refreshments
THE NATIONAL STRATEGY FOR THE DEVELOPMENT OF STATISTICS(NSDS) Presentation by Prof. Ben Kiregyera AfDB Consultant Port Louis Mauritius 14 December 2006
Outline • Introduction • Rationale • Process • Highlights • Way Forward
I. Introduction • Word of appreciation • Chair, Statistics Advisory Council (champion) • Director and staff, CSO (enthusiasm) • Stakeholders who have made a contribution to process of designing the NSDS • Minister of Finance who since last workshop announced that government was to consider making CSO an autonomous agency • Purpose of workshop • understanding of the basis for the NSDS • receive & discuss proposals for the NSDS • Reach broad consensus on strategies for the development of the NSS
II. Rationale for NSDS • Although statistical advances made, still some weaknesses in National Statistical System • Need for a holistic & strategic approach to address these weaknesses • Approach provided for in: • Marrakech Action Plan for Statistics (MAPS) - 2004 • Reference Regional Strategic Framework for Statistical Capacity Building in Africa (RRSF) - 2006 • International partnerships for statistical development (NSDS) • PARIS21 (Guide and principles) • African Development Bank/World Bank (financial & technical assistance)
III. NSDS Processes • process as important as the Plan • Used as opportunity for statistical advocacy • process participatory and inclusiveinvolved multi- stakeholder consultations: • Government ministries, departments and bodies (PRB, MRA, Bank of Mauritius) • Parliamentarians • Private sector • Labour Unions • University • “ People support what they help to create” • process was “best-practice” compliant (PARIS21 principles & guidelines) • Process involved a review of Statistics Act
design a roadmap of the process • leadership of the process • policy level (Chairperson, Statistics Advisory • Council) (champion) • technical & operational level (Director of CSO & • Team) • role of AfDB Consultant (facilitator) • NSDS Bulletin – to share information on the NSDS process and activities
Process graphically displayed 2. WHERE DO WE WANT TO BE? Mission/vision • WHERE ARE WE NOW? • Current situation Capacity 4. HOW DO WE KNOW WE HAVE ARRIVED & HOW DO WE STAY THERE? Monitoring/evaluation/ Sustainability 3. HOW DO WE GET THERE? Strategies/Actions
Critical (benchmark) assessment of the statistical system • stakeholder mapping • identification and prioritization of current and future user needs (identify data gaps) • assess organizational and institutional set up (capacity gaps) • assess data production and management systems (problems, constraints, scope for improvement, etc.)
Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis
STATISTICS ACTS Mauritius 2000
Structure and professionalization of CSO • Structure of CSO • structure made to fit existing staff • inappropriate (e.g. lack of IT Division) (CISD) • Staffing problems (protracted)/Low professionalization level of CSO
Data, Information, Knowledge & Actions Informed Actions/ decisions Appreciation of “why”; an interpretive & probabilistic process Understanding Application of data & information; answers “how” question Knowledge Information Processed data; answers “who”, “what”, “where”, “when” questions Data is raw; have no significance in and by themselves Data
Need for statistical reform • Bring official statistics more in line with United Nations recommendations & modern trends • Enhance credibility & impartiality of official statistics • Make provision of statistics more: • relevant, • efficient, • effective • Enhance use of statistics to achieve development outcomes “If you can’t measure it, you can’t manage it”
Essence of statistics The Royal Statistical Society (RSS) News (2006) (best summarizes what are trying to achieve with statistical reforms) Notes the need for “selection, compilation, presentation and release of statistics to reflect thepublic interestand todeliver trustworthy statisticsthat allow us to assessthestate of the nationandjudge the performance of government”
Better Statistics Requirebetter planning of National Statistical System National Strategy for the Development of Statistics (NSDS)
IV. Highlights of the NSDS • Vision: • To be a key provider of world-class statistical • information. • Mission: • To provide coherent, timely, relevant and reliable statistics, consistent with international principles and standards, for effective policy and decision-making, and for monitoring national development processes.
Core values Corporate values and principles that guide conduct and behaviour of staff and management • - Relevance • - Credibility and integrity • - Confidentiality • - Trust in people • - Access for all ( Official statistics are a “public • good”)
Strategic objectives and Key outputs • Strategic objective – overall accomplishments to be • achieved • The strategic objectives are to: • achieve organizational and institutional development, • develop human resources, • develop more effective infrastructure, • make better data available, and • improve data management, dissemination and access Key outputs • Social statistics • Economic statistics • New areas (poverty, governance, democracy, ICT)
Strategies strategies - overall methods to achieve strategic objectives
Logic of the NSDS • Logic (vertical & horizontal) of NSDS charted by identifying links between: • outputs to be achieved • activities • performance indicators • measures/verification • assumptions. Summarized in a logical framework matrix
Action or work plan • activities to be carried out, when, for how long, by whom, etc. • required inputs, • outputs to be produced, • responsibility centres • time frame • estimated costs • Action planis prioritized, timetabled and costed
Vision, strategy and action plan The vision shapes the strategy, which in turn shapes the plans that support it Vision 10-20+ years The time horizon decreases as you descend, with plans typically looking only one year out. Strategy 3-5 years Certainty generally increases as time horizon decreases Action Plans 1 year
Monitoring, Evaluation, Reporting, Feedback and Learning • performance indicators identified • Quantitative indicators are statistical measures such as numbers, frequency, ratios, etc. • Qualitative indicators are judgmental and perception measures of congruence with established standards, presence or absence of specific conditions, level of user satisfaction, etc.
Monitoring reporting mechanisms & feedback • Identify what types of reports, how frequently, who should produce them, who are recipients • Quarterly Progress Reports • Annual Reviews • Mid-term Review • Terminal Review • importance of feedback e.g. from users • How monitoring information is used • where outcomes are being achieved, strengthen them • where progress is difficult, try different approaches or activities • where activities-outputs are obsolete, abandon them • Use performance information for organizational learning • make inputs, activities & other implementation adjustments • learn as go along • NSDS a living document
Benchmarking • internal benchmarking • external benchmarking • Funding and Investment • Most funding will come from government • Provision has been made for technical assistance on a needs basis

V. Way Forward • FinalizetheNSDS documentand submit to government • FinalizetheDraft Statistics Actand submit to government • Prepare aCabinetMemorandumon the Act and the NSDS • Government should fast track recommended changesand enactment of the Act • CSO should mount a majoradvocacy programme following Africa Statistics Day celebrations • Avoid loss of momentumand initiative/begin to implement some recommendations
