What is the Cairo Concept? • History and background • Goal: “To bring together expertise, knowledge, and local experiences in a single, online, ‘Virtual Development Neighbourhood’ that Empowers Communities across the globe to Create, Share, Store, and Use Knowledge for Sustainable Development.” Cairo Concept: Village to Village Knowledge Sharing Dr. Caleb Wall – caleb@localis-consulting.com

Design • The first step is a ‘Pre-Proposal Stage’. This will allow the team to construct the ‘Virtual Development Neighbourhood’ (VDN) in Beta (i.e., test) form. The lessons learned in this four-month Pre-Proposal Stage will be integrated into the second phase. • Secondly, an ‘Initial Implementation Phase’ will develop this grassroots approach to sustainable development. Twenty Five local communities in different regions of the world (Africa, Central Asia, South Asia and the Pacific in the ‘South’ and the Nordic region in the ‘North’) will be mobilised to participate in the pilot project. • The final step is a Downstream Implementation Phase. Lessons learned in the first and second phases will be used to ensure that the network remains relevant and accessible to all users, and downstream opportunities will be investigated. • But most importantly, the ‘Virtual Development Neighbourhood’ should be ‘sustainable’ beyond the end of this three-year project – achieving this will require all project partners to contribute their expertise and knowledge and this knowledge must be used if it is to be effective.
