Update on Allocation Office issues • CEE TSO’s gratefully have acknowledged the support of NRA’s regarding the setting up of FBA in CEE region ASAP. • CEE TSO’s have clarified the conditions for financing the CAO and it is expected that – because of formality reasons – until mid of October all preconditions for moving forward are fulfilled. The IT Offer have been prolonged by the selected vendor! It is agreed to signed the IT Contract as soon as possible; end of October is the envisaged date.
Draft Allocation Rules • Based on the discussion at the last IG, CEE TSO’s have forwarded the Annexes to the draft Allocation Rules to NRA’s.
Information Sharing with other Regions In order to facilitate the compatibility of the efforts in the different regions different efforts have already been undertaken: CWE: • Common workshop between CEE and CWE Region have been hold on 30th of September in order to harmonise the technical development (e.g. technical parameter calculation). SEE: • Exchange of draft Allocation Rules. • Common Workshop schedules on 21st of October.
Auction Procedure for 2009 • The current status of allocations will be prolonged until CAO will start with regional coordinated FBA during 2009. ČEPS will act as the auction operator for 5 TSOs bilateral solutions between MAVIR and APG, CEPS and APG, ELES and APG will be continued. CEE TSO’s and CAO will put all effort on speeding up the regional coordinated FBA solution via CAO!
Capacities for 2009 • CEE TSO’s will allocate on a yearly basis, on each individual border within the region, up to 60 % of bilaterally agreed NTC value for the year 2009. • PSE-Operator will not allocate any capacities on a yearly basis. The remaining capacities will be allocated on a monthly and daily basis. • The actual capacities for yearly auctions will be published on the web sites of individual TSO’s ASAP.
Dry-run period and Workshop with Trader • CEE TSO’s will perform a Dry-run period, as soon as the IT solution of CAO will be operable. The aim of that Dry-run period (some weeks) is to train and inform the market and to receive necessary feedback. It is expected to organise that Dry-run during Q2 2009. • CEE TSO’s together with CAO will organise a common workshop with Traders and Regulators before starting that Dry-run (in 2009). because of the development of the IT solution of CAO and because of the necessary finalisation of the relevant processes and earlier organisation of such an workshop is not seen as efficient.
