USA Staffing • The Directorate for Human Resources is committed to improving our work products and processes thus saving time, effort, and money. In the military technician staffing arena, the solution to providing better customer service and wider advertisement of our vacancy announcements by the use of, and implementation of a commercially available program called USA Staffing.
USA Staffing • USA Staffing is a web-based system that provides a cost effective means of procuring the best-qualified candidates utilizing a single, integrated software solution. • The complex staffing process is simplified with this user friendly, web-enabled software that automates the recruitment, assessment, referral, and notification processes. • USA Staffing is currently used by other federal agencies and is being implemented throughout the National Guard in FY06.
USA Staffing • USA Staffing automatically generates vacancy announcements, posts vacancy announcements on OPM’s USAJOBS website, accepts applications by internet or fax, analyzes applicant competencies, produces certificates, notifies applicants, and manages applicant records. • It meets OPM regulatory requirements and is adaptable to agency specific procedures.
USA Staffing • Provides instant application receipt notification when using the resume builder or fax. • Notification by e-mail of advertisements posted on USAJOBS meeting the applicant interests and career goals. • Development of supplemental questions which will “screen-out” job applicants to the mission requirements, i.e. military membership or military grade. • Timely notification of qualification rating and non-selection. • Timely turnaround on rating applications and publishing certificates by the Directorate for Human Resources. Certificates will consist of an e-mail link forwarded to the selecting official who can then securely download the qualified applications.
USA Staffing - Modifications • Development and use of a CNG Form 690-1, Request for Technician Vacancy Announcement, to replace the often confusing SF-52, Request for Personnel Action. • Modification of Area of Consideration requirements to “All Sources” formerly Nationwide, and “Merit Placement” formerly Statewide. The use of unit only announcements is inconsistent with the USA Staffing program. • Announcement open periods will be reduced to a minimum of 14 days for “Merit Placement” and 21 days for “All Sources.” • Applications must be received by USA Staffing by 12 midnight (Central Time Zone) of the closing date. Applications mailed to the HRO will be returned to the sender without action. • A separate certificate of eligibles will be published for each grade when a position is advertised for trainees.
USA Staffing Vacancy Request • Newly Created Request Form, CNG Form 690-1 - SF 52s will no longer be accepted • Implementation of review for accuracy - Vacancy announcement draft will be emailed to selecting supervisor prior to posting - Selecting supervisor must submit to Unit/Organization Remote in-turn forwards to HRO - Amendments will no longer be accepted • Area of Consideration Requirements - Current CNG Members/Technicians (formerly Statewide) 14 days - All Sources (formerly Nationwide) 21 days • Area of Consideration for “Unit Only” has been eliminated due to system requirements
USA Staffing Certificate of Eligibles • Certificate of Eligibles notification to selecting supervisor will be received via email. - The email will include a secure link and instructions on how to retrieve the list of eligible job applicants. • Agency Document Viewer (ADV) - allows you to view and print the certificate of eligibles.

USA Staffing • Timeline • Implementation and Impact bargaining will be afforded the labor organizations, suspense of 6 April 06 for reply • Initial concept brief with the California National Guard senior leadership - TBD • April 06 - June 06 members of the staffing team will visit major Army and Air National Guard organizations • Training provided in two separate briefings • Viewpoint of an employee (what to expect and how to use) • What a supervisor/manager should know about USA Staffing and how to request a vacancy announcement • Current process will continue until implementation date of 1 July 06 • VA Requests received after 15 June 06 must meet USA Staffing parameters and will be published on or about 1 July 06
