What is RSAP? An alternative to site access testing… …with perks Workers agree to be random tested while at work Those workers do not have to submit to site access tests to get on participating sites while in compliance with RSAP

Opting into the program… Voluntary Pre-enrollment test, with exceptions Available to travel cards/permit workers Meaningful limitations on opting out
Members Opt-in Consent An excerpt from voluntary RSAP application…. “I understand the use of my SIN number shall be for the sole purpose of assigning each RSAP applicant/participant a unique RSAP ID Number, and my SIN number shall not be disclosed to any party thereafter.” “I agree to the release and use of my personal information that is reasonably necessary for RSAP administration as between my union, the third party case administration, service providers, third party auditors, participant employers and testing facilities.”
Random testing for RSAP MEMBERS ONLY! 50% per year of employed participants 12 draws of 4.17% per month All employed workers are in one random pool Sample collections performed on work time on the site with the use of mobile units Worker returns to work following successful completion of the collection Oral fluid testing vs. urine testing
Maintaining Active Status A participant work who is not employed with any participant contractor for a period of six consecutive months or more shall become inactive and must submit to a re-qualification test prior to becoming active again
Opting out of RSAP • Only participant workers currently in compliance with RSAP and who are not currently employed by a participant contractor may opt out – request to opt out must be made in writing • Participant workers shall not be permitted to opt out if not in compliance, if currently working with participating contractor or who have a signed return to work agreement with the third party administrator

Case management tools… Tools include: Return to work testing Follow-up testing Education, treatment, detoxification, counseling Twelve step meetings, confirmation of attendance Requirement to check in Dispatch restrictions Medical Assessments if necessary Current contact information required
OHI - TPA Testing • Test requests sent to Testing Administrator for: • new participants • monthly random draw • initial return to work and • fitness to work follow-ups • Testing administrator notifies contractor and OHI of any member who has been tested on site and deemed unsafe to RTW for that shift.

Worker Responsibilities • Cooperate with testing process as directed by collector • Removing bulky outerwear • Emptying pockets • Fluids as directed • Patience during shy bladder protocol
Collection Procedure Breath alcohol test will be completed first Drug collection completed last -- lab-based (no instant result)
Positive Alcohol Confirmation • The collector will inform the company contact that the employee • Requires safe transportation back to his or her lodging • Is not to return to duty until contacted by OHI • The collector will inform OHI as soon as is reasonably practicable
Oral Fluid Drug Collection Simple collection process Observed Integrity assured
Refusal to Test • Failure to cooperate with the testing process • Leaving the collection facility before completion of the testing process • Refusal to provide a sample • Adulterated or substituted sample, or no medical reason for providing insufficient quantity (MRO will determine)
Laboratory Testing • Maxxam Analytics • HHS certified • Follows strict chain-of-custody procedures • Non-negative results are verified and quantified using mass spectrometry • Result is reported to Medical Review Officer (MRO)
SAE Process What Can I Expect? A qualified expert in addictions A competent standardized assessment based on current clinical & ethical tools & practices, current human rights, privacy legislation, & employer substance abuse policies for example: MAST/DAST/SASSI-3 Medical & Public Health models, DSM-IV-TR Diagnostics, Clinical Interview Standardized Reporting
Possible Diagnosis Three possibilities for both alcohol and/or drug diagnoses from an SAE: Insufficient evidence Harmful Use Abuse Dependence Each diagnostic category will have specific recommendations

Information must be current • Program integrity • Stakeholder confidence • Meet safety objectives • Program effectiveness • Minimize costs (direct and indirect) • Develop and maintain good working relationships • In order for program to work as it should, OHI must have good information and know where workers are at any given time
Information Sharing with Unions OHI to Union Hall: • Active status confirmations • Inactive status confirmations • Contact information changes Union to OHI: • Electronic dispatch information including contractor and site information • Daily additions to ‘out of work’ list • Contact information changes
Commitments and promises Individuals: No bidding on any union job for those who are out of compliance with RSAP Unions: No dispatch for those who are out of compliance with RSAP to any union contractor Contractors: No hiring of those who are out of compliance with the program Owners: No site access for those out of compliance with the program
RSAP Procedural Rules – Agreed upon Union responsibilities… • Agree to comply with the terms and conditions of RSAP • Assist any interested members in registration • Refer any members looking for self- help to OHI who will provide further resources.
Agreed upon Union responsibilities… • Register and update any changes to contact information • Upload the RSAP dispatches of the day to the RSAP Data Base for confirmation of active status • Upload the daily additions to RSAP out of work lists
Agreed upon Union responsibilities… • Article 5.5 The union shall not knowingly dispatch an inactive participant worker to any contractor or site.
