Local v Central Government • They are different!! • They are very different!!! • Focus on central Government, but many principles are similar: • understand where the power rests • understand the local characteristics and political priorities • build relationships based on respect and trust • plan your engagement • deliver on all your promises!

Influencing Central Government: The What • Be clear about the issue and its cause • Be clear about the desired outcome • Be clear about the evidence • Do some analysis and understand the counter-factual – it is what the Civil Servants will do! • Understand where the power (really) rests .........

  6. Influencing Central Government: The Who • Understand the power and ‘internal influence’ map • Minsters v back-benchers • Minsters v Civil Servants • Pitch at the right level • Identify Ministerial personal drivers and influences • Political v personal balance and drive

Influencing Central Government: The How • Prepare a plan! • Think about your timing – balancing urgency with the opportunity to influence • Recognise other pressures and priorities • Make sure you are heard • Single focussed approach v multi-tiered strategy • Try to understand how Whitehall works but don’t claim you know! • Identify other influencers, environments & opportunities

  8. The How contd..... Above all else, prepare .......... Your ask and your offer ‘Ask’ - specific, clear, concise, easy to understand ‘Offer’ – proposedsolution or options, future work & engagement Stay flexible and adapt to maintain impact

  9. In conclusion ..... • Success cannot be guaranteed! • But ... your chances of success will increase • Identify and plan the what, the who and the how • Implement and stay ‘light on your feet’ • A plan and preparation will liberate and not restrict
