Area Based Planning PradhanMantriAdarsh Gram Yojna
PMAGY • Pilot scheme in Union Budget 2009-2010 • Rs. 100 cr. allocation to cover 1000 villages having SC population of 50% • A gap funding of Rs. 10 Lac for each village • Scheme intended for implementation by MoSJ&E • Scheme eventually transferred to MoRD
Proposed Contours • To be implemented in GPs/ cluster of GPs having high SC population • Focus on basic needs- housing, sanitation, water supply, electricity, communications, banking, infrastructure connectivity, health care, nutrition etc. • Convergence of existing programs in these sectors
Proposed Contours (contd.) • Additional allocation under the scheme to fill in critical gaps, to improve quality of life and create/increase livelihoods in identified GPs • A bottoms up planning approach involving the community • Preparation of need based and demand led DPRs • Modern techniques of GIS based water shed level planning
Proposed Contours (contd.) • Implementation of DPRs through State Govt. Dept. • Two tier supervision by GPs and ZPs • One nodal agency/ dept. at state level for overall mentoring and oversight • Fund to be routed to ZP account • Unit of implementation/convergence to be GP
Issues For Discussion • Unit for implementation/convergence and criteria for prioritization of such units • Components of convergence • Nodal dept./agency at the state level • Maximum time period for a project (From sanction to Completion) • Norm for gap fund • Routing and disbursement of fund
