  2. Lower Austria • Regional Innovation Strategy: starts in 1997 • 5 phases • Today: highly diversified industrial structure • Is this the result of regional strategy? • Critical Mass in R&D/Innovation • Cooperation with other regions • Policy learning TARGETS

Priorities setting process -1  • The process starts in 1997 • Survey of existing industrial sectors/capabilities (?) • SWOT(?) • Benchmarking with other EU regions(?) • Awareness of key players/institutions • Regular assessment of the RIS & its progress • Gaps? • Bottlenecks? • Well defined system of governance • Strategic decision-making • Coordination of operations/activities

Priorities setting process -2 • Areas of technological/knowledge convergence? • Opportunities for GPTs diffusion or diversification into related fields? • Opportunities for knowledge sharing and/or open innovation? • Research base  Business sector? • Baseline assessment: Metrics and indicators in use?

Policy Tools -1 • Areas of Specialisation: • Biotechnology • Green/Bio Energy • Infrastructure • Technolopoles (2004) • Critical mass of R&D • Cross-fertilisation/ knowledge transfer • Higher employment and added-value • Clusters (2001) • Cost sharing • Efficient energy consumption • Exports • HRM • Research base  Business sector • Collaborative innovation • Standard cluster-effect measures • TIPs ??? Entrepreneurial discovery in defined niches Some initiatives started/dropped because of advice from business sector Direct support to local firms

Policy Tools -2 • Various types of targeted financial support • Complex policy-mix (technopoles, clusters & TIPs) • Specialisation: Bio + clean energy • Effective coordination (governance structure/hierarchy) • Multi-annual strategy • Shared vision • Not clear how priorities areas were selected? • Interaction among instruments in the policy mix?     

Policy Tools/Coordination -3 • Since 1997: steering committee of the RIS • Knowledge/info exchange • Consensus building among different constituencies • Any executive powers? • Inter-regional cooperation/knowledge exchange • Crucial for Smart Specialisation across EU • Not clear how this works in lower Austria (aside the existence of EU networks)  

  8. Metrics and Impacts -1 • Baseline for Smart Specialisation • How exactly was this assessed? • Science-base, technology-base, industry-base? • Would the ECOOM/metrics be useful in Lower Austria? (relative specialisation indexes) • Project level (questionnaires  agents) • Programme level (Balance Scoreboard Method) • Regional Economy (CIS – national R&D inventory)

Metrics and Impacts -2   • Multi-annual strategy needs regular assessment • Ex-ante / Mid-term /Ex-post – Various actors involved • Additionality principle (through time and vs. other regions) • Clusters: leverage of private funding/added value created • Variety of strategic lessons learnt • Regional level: • not clear (i) how progress is monitored; (ii) what does critical mass actually mean? • How from pre-emergence to emergence of Multi-Agent/Multi-Structures components of RIS? • How can spillovers be measured (within/outwith region)? • NOT possible to comment on Innovation Assessment Methodology (IAM) – not enough info provided   

Moving forward… • Plan-Do-Check-Act (Bio-plastics) • Assessment: IAM? • Strong strategic planning based on foresighting! • Inclusive strategy/shared vision/coordinated action • Technological convergence • Specialisation on Functional areas (clusters and technopoles) rather than sectors • Yet areas of convergence/divergence clearly exist • Spillovers (within-outwith)? How? • Opportunities for cross-border collaboration: How?   

Final remarks -1 • For the purpose of the S3 platform project it would be useful to provide evidence of: • Assessment of baseline/pre-conditions? • Metrics used differ from ECOOM… • Smart Specialisation vs. Functional Targets? • Self-sustaining dynamics in success areas? • Knowledge base  business sector co-evolution? • Inflow of key resources?

  12. Final remarks -2 • Are any of the identified areas of convergence ‘attractors’ for… • FDI? • VC/CVC • Direct investment • Skilled human resources? • Societal challenges • Health, green energy and entrepreneurship • Social innovation? Balanced growth? Other? 
