The White Paper on Transport • The White Paper will define a strategy and an action plan for transport policy over the next decade that is inspired by the long-term challenges • It is scheduled for adoption at the end of 2010 • The aim is to achieve transport sustainability, which requires actions to promote competitiveness, reduce environmental impact and enhance quality of services and jobs
Main trends and challenges Increasing scarcity of fossil fuelsWorld demand grows and extraction becomes more expensive. The 97% oil dependency makes the transport sector very vulnerable to oil shocks Environmental challengesTransport is the sector with worst development in CO2 emissions and infrastructure is sensitive to impacts of global warming Congestion of infrastructureGrowing demand for mobility – many cities are congested and some crucial infrastructures like ports and airports become saturated Funding of transportWe have entered an era of budgetary consolidations and of increasing social security spending owing to the aging of society Ageing Median age in EU is expected to increase by 7 years by 2060 resulting in 30% of the population to be above 65 years compared to 17% today Urbanisation 84% of Europeans will live in urban areas in 2050 versus 72% today Global trends (global solutions)Growing population and economic growth mainly in developing countries will impact trade and extra-EU traffic. It is estimated that the global car fleet will increase from around 700 million today to more than 3 billion in 2050 4 |
