Goals for data and information management • Coordinate timely delivery of appropriate data, information and metadata to modelers, forecasting centers, emergency management personnel, and others. Coordinate sound data management practices including data assimilation, QA/QC, archival, documentation and availability. • Demonstrate a national model for IM via coordination of a regional capacity for exchange of data, metadata and derived products in accordance with emerging national IOOS standards while meeting the needs of our regional users.
Establish SECOORA as a “national center of gravity” for data and information management Requires we do it well and do it early Others (regions, IEOS, GEOSS) can leverage our efforts – no need for IOOS PMO to fund this 11 times Requires that we be inclusive in terms of requirements Provide demonstrable and quantifiable value “Operational” testbed with real data, real products, real models, real users Enterprise approach tailored for our specific needs Mechanism for prioritization Plan for regional-based sustainability Addressed in our Business Plan Optimize at the SECOORA level Fractionalization, at this point, will be counterproductive for the medium to long-term viability of our enterprise Guiding Principles
To be IOOS compliant, the SECOORA DMAC subsystem must consist of: Components of the DMAC subsystem • Data and metadata: • Data discovery: • Data communications: • Data transport: • On-line browse: • Data archive: • Data and metadata: The data and required documentation including the use of a common vocabulary • Data discovery: Capacity for searching and locating desired data and products And to be successful, the SECOORA DMAC subsystem must consist of: • Data communications: Communications infrastructure for accessing and transporting data and data products • Data transport: Data and products must be transferred over the Internet in a transparent, interoperable manner • People: People doing the work and people using the data and derived products • On-line browse: Data must be accessible through common Web interfaces • Data archive: Mechanisms for secure short- and long-term data storage must be established and maintained
Current state: Via SEACOOS and sub-regional collaborations, we have the solid footprint of the SECOORA DMAC subsystem Where we are and where we are going • Draft data dictionary • QC standards • Regional NetCDF standard • Web portals, DODS / OPeNDAP servers and OGC services • Metadata • Draft registry of regional assets • Data Management Coordinating Committee • Great IT and IM folks
Desired future state (Year 1): • Maintain (and enhance?) existing DMAC subsystem • Establish the Southeast Ocean Data Partnership (ODP) to build upon and codify data management procedures and processes established by IOOS and sub-regional efforts within the SECOORA domain* • A dynamic SECOORA Sensor Inventory will be established to provide up-to-date databases and maps of regional observing capabilities (locations, sensors deployed, variables measured) and their operational status* Where we are and where we are going
Desired future state (Years 2 to 5): • For planning out to five years, SECOORA will be the proactive leader in the development and maintenance of an effective IM framework for the region and nation. This framework will: • Support an operational DMAC subsystem that meets the needs of our users • Enable ready access to information from the observing and modeling subsystems • Allow a distributed set of data providers to coordinate information exchange through a virtual regional information hub • Have the ODP accepted and recognized as model organization Where we are and where we are going
