Congressional Request • Section 1252(e)(3) of EPAct 2005 requests that FERC, by appropriate region, identify and review: • Advanced metering penetration • Demand response programs • Resource contribution from programs • Role of demand response in regional and transmission planning • Demand response regulatory barriers
In 2006 and 2007, FERC staff published two annual reports required by the Energy Policy Act of 2005 Staff is currently preparing the 2008 Demand Response and Advanced Metering Report FERC Demand Response Reports http://www.ferc.gov/industries/electric/indus-act/energy-innovations/demand-response.asp
2006 FERC Survey • Sent 2 voluntary surveys to 3,365 entities • Demand response and time-based rates • Advanced Metering Infrastructure • Covered all 50 states and D.C. • Surveyed • Public and private utilities • Regulated and unregulated entities • Response rates to demand response & advanced metering surveys ~ 55% • Results • Nationwide penetration of advanced metering – 6% • 37,500 MW of demand response potential in existing programs:

2008 FERC Survey • FERC plans to conduct the demand response and advanced metering surveys again in 2008 • The voluntary surveys will be sent to 3,384 entities • Geographic scope – 50 states and D.C. • Companies surveyed • Public and private utilities • Regulated and unregulated entities • UtiliPoint International is providing survey support • Improvements have been made to 2006 surveys to improve ease of input
Plans for 2008 Survey • Surveys will be sent to EIA-861 contacts and respondents to 2006 FERC survey • Heads-up emails were sent early February • On-line survey will go live on February 29 • Responses due by April 30 • State commissions will be kept apprised of response rates of regulated companies
2008 Demand Response Report • FERC staff will publish the next comprehensive report on demand response and advanced metering in 2008 • Contents of 2008 report • Information on developments in demand response and advanced metering during previous year • Summary of FERC demand response activity • Analysis of survey results • Future staff reports: • Comprehensive reports every even year (e.g. 2008) that include survey results • Informational reports every odd year based largely on publicly available information
