International Private Line Overview • Dedicated high-speed, point-to-point links offered via fiber optic cable • Includes lease of capacity with installation, monitoring, testing and customer support • Available on a full-circuit basis between international points of presence (PoP) locations, half-circuit to other locations • Provides superior quality transmission of voice, data, facsimile, messaging and videoconferencing • Full Circuit/One-Stop-Shopping service available to 50+ countries • Available on 1, 2 or 3 year term

Full-Circuit Services • Broadwing provides the entire circuit between the PoPs at each end of the circuit • Eliminates the need for separate half-circuit orders • Relatively new to the industry due to privatization and deregulation • Available from DS1 to optical speeds • DS1 – 1.5Mbps (delivered on E1 interface in countries where required) • DS3 – 45 Mbps • OC3 – 155 Mbps • OC12 – 622 Mbps • OC48 – 2.5 Gbps • Additional availability as our international network is expanded and PoPs are deployed

Half-Circuit Service • Broadwing provides the half-circuit from country “A” to the midpoint of the connection. • The foreign carrier provides the half-circuit from the mid-point to the termination point in country “B” as well as the local loop at the far end. • Carriers must have bilateral agreements and capacity. • Requires two separate orders and invoices.

One-Stop-Shopping Service • Value-added optional feature of Half-circuit Service • Broadwing can coordinate the ordering and provide single-end billing on the customer’s behalf. • Customer may be required to contract with two carriers • Carriers must have a Bilateral Operations Support System (OSS) Agreement.

Pricing and Billing • All U.S. Half- and Full-circuit Services are quoted and billed in U.S. dollars. • Overseas half-circuit and local access rates may fluctuate due to currency conversion or, rarely, overseas tariff changes. • Full-circuit Service ensures stable end-to-end rate. • OSS single-end billing will include overseas carriers’ charges • First invoice will include any applicable installation charges.
