Partnership/Cooperation/Collaboration/Platforms and Synergy 1.The IFRC and ACMAD signed a cooperation agreement on 23rd March, 2009, the first of its kind in Sub-Saharan Africa (SSA) between a humanitarian organization and a meteorological institution with its goal to reduce the impact of disasters through better risk identification, response, preparedness and prevention through provision of short-range tailored climate information product for flood and drought risk planning and management. We have success stories in this service delivery and applications under ACAMAD -WWD. 2. On 13th February, 2012 at a forum on disaster risk management (DRM) in Nairobi, UNISDR announced a partnership with ACMAD to ensure rapid dissemination of weather updates to disaster managers. The new partnership between UNISDR and ACMAD has forged closer links between the climate science community and disaster managers in Africa. This partnership has promoted dialogue between climate scientists and disaster managers for better understanding of climate change which will impact greatly on vulnerable communities posing major challenges on disaster management in the future. This has resulted in better understanding of early warnings and a more rapid response at international, regional, national and local levels, http://www.unisdr.org/archive/25108.

Governments from over 50 countries in Africa met in Arusha, Tanzania from 13th to 15th February, 2013 for the 4th Africa Regional Platform (ARP) on Disaster Risk Reduction (DRR) to address the challenges of building a disaster resilient society. “With global warming affecting agriculture and livelihoods in a continent where agriculture contributes 50% of total exports and 21% of total GDP, it is evident that long-term action must lead to sustainable development policies which take account of these challenges.” The event was a major milestone in providing recommendations on the future of the Hyogo Framework for Action, the 10-year international framework for reducing disaster risks and building community resilience which ends in 2015. Within these efforts, ACMAD itself has been involved in providing skilful tools, knowledge and expertise to cover the scientific demands of these efforts. ACMAD

ACMAD with NMHSs and in collaboration with WMO, IRI, UKMO, Meteo France, and other Partners have since 1998 organized the annual RCOF, the PRESAO (Prévisions Saisonnières en Afrique de l’Ouest) for 18 countries (16 West African countries, Chad and Cameroon) to provide seasonal climate consensus forecast for July-August-September (JAS), Figure 1. The “Monitoring of Environment for Security in Africa (MESA)” as the post AMSED project has the overall objective “to support African decision-makers and The “Monitoring of Environment for Security in Africa (MESA)”/post AMSED project has the overall objective “to support African decision-makers and planners in designing and implementing national, regional and continental policies and development plans towards sustainable development, thereby advancing the socio-economic progress and well-being of African populations towards achievement of the Millennium Development Goals (MDGs).”The MESA project implementation (MESA THEMA services ) be provided by seven (7) Regional Implementation Centres (RICs) in Africa, namely CICOS, AGRHYMET, ICPAC, BDMS, MOI, University of Ghana and ACMAD.

Specifically, the MESA THEMA services include: • Management of Water Resources (for fluvial transportation and environmental assessment) by CEMAC, • Water Management for Cropland and Rangeland Management by AGRHYMET, • Land Degradation Mitigation, Natural Habitat Conservation and Forest Information System by ICPAC. • Coastal and Marine Management by MOI, • Agricultural and Environmental Resource Management by BDMS/SADC-CSC, • Coastal and Marine Management by University of Ghana, • Continental Climate Services (Climate Change Monitoring) by ACMAD. 10. The Action will provide two (2) operational continental services and can be summarized as follows: ACMAD as Continental Implementation Centre (CIC) for the MESA THEMA on climate services address DRR which is one of the four pillars of GFCS.

11. The CCSs for DRR will be developed within a strong partnership with other African organizations (BDMS/SADC-CSC, AGRHYMET and ICPAC) and collaboration between ACMAD and JRC, EUMETSAT-SAF including the main international climate and DRR organizations (ECWMF, IRI, NOAA, Meteo-France, UKMet, WMO, UNISDR, UNEP, UCAR, IFRC etc.). ExpectedResults • Trained and knowledgeable African climate scientists, DRR managers; • Climate related tools and data • early warning systems, • climate information systems, • downscaled climate models and scenarios, and • c) Overall skills improvement of end users to use climate information in development planning.

13. A continental project : AEWACS (VigiRisC) African Early Warning and Advisory Climate Services Project aims to: Strengthen Capacities of African countries in the prevention of risks and socio-economic impacts related to climate variability and climate change through relevant and adapted tools and services of climate early warning and advisory 5 pilot demonstration projects sectors/Themes) in 5 RECs: • Food security : rain fed agriculture, pastoralism • Water resources and risks associated with river flow (Central Africa ?…) • Health : malaria, meningitis or other diseases • coastal zone : high tides and sea swell (West Africa…) • Life & property protection: Severe and high impact weather phenomena (Southern Africa) 4 1 3 2 5
