The NCPC • Formed on 4th July 1981, the National Crime Prevention Council is a non-profit organisation committed to promoting public awareness of and concern about crime and to propagate the concept of crime prevention. • It is incorporated as a charity and depends entirely on donations and sponsorships to run its programmes and activities. How it can happen Forcing open window grilles, gates or doors Cutting padlocks and grilles Climbing through refuse chute, false ceiling or ventilation openings Entry through neighbouring houses, shops, household tools left outside the home Preventive measures Lock all doors and windows even when leaving home for a short while Keep large sums of cash in banks and expensive jewelleries in safe deposit boxes Do not hide keys under doormats or flower pots Do not leave notes outside your house announcing your absence Inform your nearest NPC if you are going to be away for a few days Housebreaking Theft BEDOK TOWN SECONDARY SCHOOL NATIONAL POLICE CADET CORPS UNIT

How it can happen Approaching a victim on the pretext of seeking assistance Snatching the handbag from behind a victim Soiling a victim’s clothing and offering to clean dirt stains from it Telling a victim that his/her money has dropped on the floor Preventive measures Avoid shortcuts through dark or deserted areas Be wary of persons trying to follow or distract you Carry your handbag in front of you or clasp it firmly under your arm Always walk facing oncoming traffic if possible and hold your handbag on the side away from motorists Avoid wearing excessive jewellery or carrying large amounts of cash Snatch Theft BEDOK TOWN SECONDARY SCHOOL NATIONAL POLICE CADET CORPS UNIT

How can it happen Entering or forcing through unsecured doors or windows Waiting for victim to enter/leave his premises then forcing his way in together with the victim Impersonating as a public servant or door-to-door salesman Entering the premises on the pretext of delivering goods or hampers Preventive measures Padlock the grille gates so the culprit cannot force his way through. Deal with strangers through a locked grille gate Never open doors to strangers. Verify the identity of anyone claiming to be a public servant or salesman Robbery in Homes BEDOK TOWN SECONDARY SCHOOL NATIONAL POLICE CADET CORPS UNIT

How can it happen Loitering at lift landings or void decks to ambush the victim Entering the lift while the door is closing and robbing the victim when he/she is confined in the lift Accusing the victim of staring, or causing an annoyance, then starting a quarrel, before bringing them to a secluded place to rob them of their valuables Preventive measures Be wary of strangers following you or loitering in the lift landings and void decks Avoid taking the lift with a suspicious stranger. How can it happen Tampering with the doors and windows of the car Tampering with the keyhole Smashing the windows or windscreen Using the ignition key of another vehicle Using a piece of metal strip or tools to force open car doors Preventive measures Park the vehicle in a well lit area Do not leave keys in the ignition switch Do not leave valuables such as mobile phones, laptops, cash cards, briefcases or handbags inside the vehicle Remove your cash card from the In-Vehicle Unit (IVU) Secure windows and doors of vehicle at all times Motor Vehicle Theft BEDOK TOWN SECONDARY SCHOOL NATIONAL POLICE CADET CORPS UNIT

How can it happen Young girls have been molested or raped on their first date by people they had met on the IRC or through telephone chatlines At lifts, corridors, dark and lonely places On public transport e.g. buses, MRT trains, etc Crowded places e.g. rock concerts, sales, star events Preventive measures Never enter the lift with a stranger Ask a family member to escort you if you are coming home late Never take short-cuts through dark and lonely paths. Keep to places where there are people and traffic Don’t jog in secluded areas Never agree to meet someone you met on the Internet.   11. Mischief by Fire The Police are concerned by the increased number of cases of mischief by fire. The Police take a very serious view of this offence. You can help the Police to crack down on such cases by taking the following steps: • Calling the Police immediately if you see suspicious persons hanging around your neighbourhood late at night. This is especially so when you see suspicious persons carrying inflammable items along with them • Take note of their descriptions and the descriptions of their vehicles, if any. Crimes usually committed by youths are: Shoplifting Underage drinking/smoking Extortion Unlawful assembly Rioting These activities are usually carried out by youths who are also members of a gang. The social group which is most affected by the gang problem today are the teenagers, whose ages range from 11 – 19. These are the people who are likely to join street gangs, or become victims of their cause. The number of youths arrested by the Police has decreased from 5,010 in 2004 to 4,594 in 2005. Crimewatch Crimewatch consists of three segments – “Solved Crime”, “Community Safety and Security Programme” and “Special Features” to cultivate public awareness in the viewers and to increase their confidence in the Singapore Police Force. Crime Prevention Proficiency Badge Scheme This badge was launched together with the National Crime Prevention Council for the following uniformed groups: NPCC Scouts Girl Guides It is awarded to members who have fulfilled certain requirements and knowledge of the various aspects of crime prevention.
