The Services SETA in partnership with the South African Payroll Association By Peta Broomberg Chamber Manager Services Sector Education & Training Authority – South Africa
“Global Certification”the benefit of professional reciprocity
WhWhy Reciprocity ? • International standardisation of generic competencies • Identification and recognition of country-specific range differences and applications • A single global framework for competency measurement and professional recognition • Global portability of skills (very attractive to multi-nationals) • Global licensing opportunities (very attractive to multi-nationals) • International moderation of competency recognition • A truly GLOBAL set of continuous professional development (CPD) activities and accredited providers • Global economy-of-scale applications of resources for certification and CPD including MIS, Accreditation, Moderation, Assessment, CPD etc. • Attractive opportunities for distance tuition and assessment
Wh What does Global Certification mean for for practitioners? • Global recognition of competencies according to a standard set of exit criteria • Moderated assessment practices • A truly global professional designation • An international passport for recognition and practice • Control of the Industry by the Industry and not the Provider market
Wh What does Global Certification mean for for providers? • Global recognition and listings • Global moderation and endorsement of activities • The opportunity to sell “provision services” on an International platform both directly and on a distance basis • The opportunity for global exchanges on a short and medium term basis • The opportunity to be published and conduct research on the International stage using the qualitative and quantitative samples registered globally
WhWhat is being recommended ? • The establishment of a Global Certification Project • Accredit state-based recognised agencies as part of a global network of agencies • Establish an International registry of Providers, Assessors and Moderators • Establish an ongoing Continuous Professional Development Programme (CPD) for Providers, Assessors and Moderators for the Payroll industry • Develop and implement a truly GLOBAL Learner Records Database (LRD) • Establish an ongoing Continuous Professional Development Programme (CPD) for graduates in the Payroll industry
Th Invitation to the UK, Australia, Ire Ireland and New Zealand • In October this year a mapping exercise will take place with the above countries • International benchmarking to achieve International recognition • The Payroll industry will be Internationally recognised through their qualifications and skills development initiatives • A Payroll Chartered Designation will also be developed
Bursaries, learnerships, internships and RPL How can the Payroll industry get involved?
THEInternships • A carefully monitored work or service experience • Candidate has intentional learning goals. • Duration may vary-typical 3-6 months • Candidate has obtained a SETA qualification or any other National qualification where the practical workplace experience is still lacking • May be funded or not • A SSETA Certificate of Workplace Experience will be issued • Intern is paid NQF level 1 & 2 R7,200-R1,200 per month for 6 months • NQF level 3 & 4 R9,000-R1,500 per month for 6 months • NQF level 5 R12,000-R2,000 per month for 6 months
RPL-Recognition of Prior Learning • SSETA has various RPL projects available for most of our registered qualifications • Currently the SETA is conducting an RPL within the Payroll Industry against an NQF level 4 qualification for 100 learners • Provider must be accredited for the Payroll qualification • The Payroll industry will have 100 learners certified against the NQF level 4 National Certificate in Payroll Administration Qualification • Plans are being made for the certification of NQF level 5 qualification
Organisational Framework for Occupations-OFO • The Payroll industry has been involved in OFO workshops to identify job profiles within the Payroll industry. • They have identified the skills and knowledge needed to enter the Payroll industry. • This has been mapped against the OFO
