  2. Stakeholders of Implementation/ Management of Special Training

  3. Awareness of the community about its role in proper implementation of the RTE Act with special reference to management of Special Training Intervention………………………….

  4. Awareness in Urban Areas • RTE campaign in urban areas through • Slogan writing oncity buses (Public/Private) etc. • Use of media (both print and electronic) to convey messages on RTE • Short films, Documentaries, Discussions, Articles, etc. • Organise Public Hearing on issues like Child Labour, Education for Out of School children, imporatance of special training etc.

Awareness amongst Tribal communities • Link up with their local festivals/functions, playing drama, street play, puppet show etc. • Documentaries in local languages involving local artist. • Development of training module, IEC material in different tribal languages. • Development & broadcasting of audio jingles in languages in tribal communities. • Public awareness activities like Siksha Jagaran Sabha, National Education Day, Mass Mobilisation campaign, Campaign through media etc.

Awareness among Disadvantages Groups • Street play • Mass Mobilization Camp • Publicity of success stories to encourage and motivate. • Link up with their local festivals/functions, playing drama, street play, puppet show etc. reflecting their day today life. • Formation group to develop healthy competitive sprit

Awareness in Char, Hilly, Tea Garden areas • Formation of mobile groups for facilitators • Set up crèche facility in TG • Convergence with TG authority • Organise street play • Sharing & involve Imam, Mufti, Moulabi etc in Char areas, Church leaders in ST dominated hilly areas, Matbor (Landlord) inChar, LineSardar in tea gardens etc. in different activities.

Model Responsibility of Community vis-à-vis SMC • Monitor and control over the functioning of school • Preparation of School Development Plan • Monitor proper utilisation of different Grants. • Monitor student & teacher attendance • Monitor the implementation of MDM • Monitor the implementation of civil work activities

Role of community in Management of Special Training. • Identification of OoSC through household survey with the cooperation of different people/agencies & mapping of neighborhood school of the child for their age appropriate enrolment. • Bringing them in school for admission in age appropriate classes. • To decide the mode of special training & duration of special training. • Arrange alternative accommodation if school does not have adequate space. • Engagement of education volunteers/identify the special teacher for conducting special training. • To decide timing for special training.

Contd…..Role of community in Management of Special Training. • To recommend the children identified to be need of residential special training • To ensure children identified for special training are enrolled in neighbourhood school. • Ensure retention of all children in the school. • Ensure completion of elementary circle by all children. • Ensure quality education for all children. • Parents counseling to ensure regular attendance of children & providing support to needy parents. • Monitoring of attendance student & Facilitator of special training.

Contd…..Role of community in Management of Special Training. • Ensure reduce of out of children/checking dropouts & report to School authority. • Involving in imparting vocational & art education for children of higher age group. • Involvement in preparation of low cost/no cost TLMs with locally available resources for special training. • Ensure integration between School & Special Training Centres. • Community initiated approach to reduce the gaps in the areas like language barriers, life skills, apathy of community/parents towards girls education etc. • Advocacy programme for change agents/opinion makers/media/ functionaries of concerned department

Role of Community in Respectof Residential Special Training • Inclusion of community members like member from local AP/GP/SMC/TGEC, Educationist, Social worker in the local advisory Boards constituted for monitoring RSTC. • To liaison with community on issues relating to RSTC. • To share with the parents about the progress of children. • To utilize community resources (both human& materials) to facilitate functioning of RSTC.

  13. Role of Community in Respect of Non Residential Special Training • Ensure age appropriate enrolment in neighborhood school. • Providing scholastic & Co-scholastic support as and when required. • Monitoring & sharing of overall functioning of Special training intervention on regular basis. • Involvement of learners in community functions • Share the progress of learners with parents/guardians /other stakeholders

Role of Community in respect of Migratory Children • Inclusion of community members like AP/GP president/ Member-Secy of SMC/TGEC, representative of workers etc. • Collection of data/background information of migrated families/children. • Sensitisation of the parents in the sending areas to leave behind their children in the care of the community when they migrate & arrange for necessary support to the children during the period of migration of parents . • To facilitate/mobilised adjustment of migrant children when they returned back after the period of migration. • Convergence with change agents like Health, Labour, social welfare, NGOs etc. for providing necessary support.

Challenges ……….. • Awareness level is not upto the mark …………………… • redesigning awareness campaign • Change in attitude ………..………. • create positive mind set towards OoSC who basically belong to low socio economic strata • Illiteracy/low educational level of parents/guardians---- • convergence with adult education programme to educate such parents.

Challenges ……….. • Engagement of children in earning livelihood…………. • Creating awareness about implication of child labour Act., avail of the facilities of schemes like NREGA, employment generation scheme by community • Incentive to parents/guardians for sending their children to school/STC …………. • Incentive in mode of recognition, providing additional learning materials, support through NGOs, facility of opening small saving accounts.
