New CEER rules – Lead Regulator’s Tasks in GRI Invitation to Meetings, Agendas, Minutes, Organization of Meetings, monthly update (by 15th of the month) of website key achievement, general update of website TASK 1 Internal Organization of the Region TASK 2 Communication with CEER Secretariat Inform about new public consultations and press releases on website, scheduled meeting dates within the 5 first days of the quarter TASK 3 External Communication Present Annual RI Report to Nat. Parliaments and their regions; Strong involvement in organization of Annual Conference TASK 4 Cooperation+Information Exchange with GRI-TF/GFG/GA/ERGEG Provide input for quarterly report and presentations on each region for GA

New CEER rules – Communication Policy Jan Jun Feb Mar Apr May Jul Aug Sept Oct Nov Dec Letter by ERGEG chair to the EU Presidency on progress regarding the Regional Initiatives (twice a year) Correspondence with Ministries, outlining progress in the region by Lead Regulators (quarterly) Correspondence with Key Stakeholder’s organizations on progress of particular topics (regularly) Annual Report Annual Conference

Route Assessment – Regulators’ conclusions (1) Addressing contractual congestion Proposed solution: • platform for re-trading transmission capacity • standardised bulletin board for secondary market capacity trading Proposed action: • TSOs are invited to set up an Enabler Group to establish a best-practice standardised bulletin board (e.g. Trac-X, OMV Gas platform)

Route Assessment – Regulators’ conclusions (2) Addressing long-term physical congestion Proposed solution: • information sharing between market participants and TSOs on planned investments and demand forecasts in the region • aggregation of information on transmission capacity development in order to identify future bottlenecks Proposed action: • TSOs are invited to set up an Enabler Group to establish a summary of planned investments in the region

Route Assessment – Regulators’ conclusions (3) Addressing remaining obstacles to implementation of IPA/OBA Proposed solution: • coordination among TSOs for implementation of IPAs/OBAs • “common voice” when negotiating with GazExport Proposed action: • TSOs are invited to set up an Enabler Group to coordinate on installation of IPAs/OBAs
