  3. June 21-24, 1987: First IEEE ICNN, San Diego • First IEEE Neural Network Committee Chair: Troy Nagle

  4. July 24-27, 1988, Second ICNN, San Diego. • Troy Nagle, IEEE Neural Networks Committee Chair, appointed a committee to found the IEEE Transactions on Neural Networks. Robert Marks is Committee Chair. • Troy Nagle then resigns. Robert Marks, as the Committee Secretary, becomes the Chair.

  5. 1989 Bullets • The NNC and the INNS agreement for combining the ICNN and INNS Annual Meeting into the IJCNN. • The IEEE Publications Committee approves the NNC proposal for the IEEE Transactions on Neural Networks. • IJCNN, Washington DC. • The IEEE Technical Activities Board (TAB) approves formation of the IEEE Neural Networks Council.

  6. 1990 • The NNC Fellows Committee is appointed. Ed Posner (Cal Tech) is the first Chair. • The NNC Standards Committee is appointed. Evangelia Micheli Tzanakou (Rutgers) is the first Chair. • NNC Pioneer Award and TNN Best Paper Award approved. Brad Dickinson (Princeton) is the first NNC Awards Committee

  7. 1990 • Election of the first officers of the Neural Networks Council • R. J. Marks II, President • Russ Eberhart, VP • Evangelia Tzanakou, Secretary • P.K. Simpson, Treasurer

  8. 1990 • March: First issue of The IEEE Transactions on Neural Networks. Herb Rauch at Lockheed is the first Editor-in-Chief. Thirty five full papers were submitted for the first issue. Ten were published.

  9. 1991 • Michael W. Roth (Johns Hopkins) becomes the second Editor-in-Chief of the IEEE TNN

  11. 1991 • Announcement of first IEEE book sponsored by the NNC: Neural Networks : Theoretical Foundations and Analysis, by Clifford Lau (ONR) • Discussion of the first WCCI - working title was World Congress on Intelligent Systems (WCIS)

  15. 1992 • First IEEE TNN Best Paper Award announced: K.S. Narenda and K. Parthasarathy, ``Identification and Control of Dynamical Systems Using Neural Networks.'' • First NNC Neural Network Pioneer Awards announced. Recipients are Stephen Grossberg, Teuvo Kohonen and Bernard Widrow.

  16. 1992 • Robert J. Marks II becomes the third Editor-in-Chief of the IEEE Neural Networks Council.

  17. 1992 • First steps in forming the IEEE Transactions on Evolutionary Computation were tasked to Patrick K. Simpson. David Fogel

  18. 1992 • 1992: Six video tutorials on Fuzzy Logic (Mohamed A. El-Sharkawi, Video Tutorials Chair) becomes the best selling video course in the history of the IEEE Educational Activities Board.

  19. 1992 Milestone • 1992: The first Fuzz-IEEE, Chaired by Jim Bezdek, was the very first IEEE Conference to have its Proceeding distributed on CD-ROM (Project Chair: Russ Eberhart).
