  1. Smart Metering in Germany and Austria – Results of Providing Feedback Information in a Field Experiment • Joachim Schleich, Marian Klobasa, Marc Brunner • Fraunhofer Institute for Systems and Innovation Research • Sebastian Gölz, Fraunhofer Institute for Solar Energy Systems • Konrad Götz, Georg Sunderer, Institute for Social-Ecological Research • 34th IAEE International Conference • Stockholm, June 19 - 23, 2011 IAEE 2011

  2. Major goals of the project Intelliekon • What is the relevant effect of feedback on knowledge and behaviour of households? • What are the relevant motives to use feedback as such? • Development of feedback instruments that account for both, households’ expectations and needs. • Evaluation of feedback instruments with 2500 households within a yearlong field trial. • What are the major environmental implications of a reduced residential energy consumption in terms of CO2 emissions? IAEE 2011

  3. Intelliekon project consortium • Scientific Partners: • Fraunhofer Institute for Systems and Innovation Research (ISI) • Fraunhofer Institute for Solar Energy Systems (ISE), Coordination • Institute for Socio-Ecological Research GmbH (ISOE) • EVB Energie, Smart Meter Producer • Participating Utilities: • EnergieversorgungOelde • SVO Energie, Celle • StadtwerkeHassfurt • StadtwerkeSchwerte • TechnischeWerke, Kaiserslautern • StadtwerkeMünster • Stadtwerke Ulm • Linz AG (Austria) • SWK SETEC, Krefeld IAEE 2011

  4. 5. Feedback instruments – WEB Portal IAEE 2011

  6. Feedback instrument – Mail - info • Monthly mail • (2 pages) including • Daily consumption • Weekly consumption • Monthly consumption • Energy saving tips IAEE 2011

  7. Intelliekon sample IAEE 2011

  8. Average load pattern of households in Linz Averagingperiod: Dec. 2009 – Oct. 2010, 1130 households • The higher consumption of the treatment group can be explained by different socio-economic characteristics across the groups • Thus, multivariate models, accounting for these differences, have to be applied IAEE 2011

  9. Methodology Estimate annual household electricity demand as function of • Socio-economic variables (age distribution, income, education, size of apartment) • Appliances stock (major appliances) • Dummies for municipalities • Dummy variable reflecting participation in feedback program (but not in tariff program) Test for possible selection bias Cross-section analysis (present results for entire sample, not just for German municipalities as in abstract) IAEE 2011

  10. Results of econometric estimation: socio-econ. IAEE 2011

  11. Results of econometric estimation: appliances • N = 1379 • R2 = 0.4666 • No indication of selection bias • Dummies not shown to safe space IAEE 2011

  12. Conclusions Effects of feedback on electricity consumption • Estimated average savings per household correspond to 3.7% • Literature usually gives higher figures (Darby 2006, Ehrhardt et al. 2010), but even 3.7% are not peanuts Policy implications • Electricity savings of 3.7% imply annual cost savings of around € 30 per household, but benefits to society are likely to be higher (environmental, infrastructure, ....) • More sophisticated feedback programs may result in higher savings • Positive interaction of feedback and dynamic pricing likely / 12 IAEE 2011
