  4. Issues and Challenges • Sustainable development & services • Transport • Post offices • Education • Shops & banks • Local employment • Retention & utilisation of local skills

  5. Bridging the Digital Divide Making ICT accessible to all and usable by all is seen as THE solution to many development issues but it could be the equivalent of throwing petrol onto a burning fire

  6. The Community Telecentre & Learning Hub • Internet access • Media development • Lifelong learning • Community radio • Voluntary services Community telecentres, media centres or learning centres are seen as a way of bringing community development into the Information Society
