  1. FFP LOCAL JOBS PROGRAM INITIATIVEAND CONTRACTING OPPORTUNITIES The following information provides a status update of FFP’s Jobs Program outreach and work activities in the month of April. This report will also detail the activities to be undertaken in the month of May to provide contracting and subcontracting opportunities for DBE firms and small-sized businesses (including M/WBEs) and construction jobs for local residents.

  2. April Activities: FFPs’ Local Jobs Program actively recruits skilled and unskilled labor from within the Expo Corridor. FFP anticipates that during the peak of construction, 250 construction jobs will be available on the Expo LRT Project. FFPs’ Construction Jobs Program goal is to hire a minimum of 30% local residents to fill these construction jobs. • Added 57 new individuals, 45 from the Expo corridor, to the database of Expo Corridor Residents and others seeking employment opportunities through the Expo Local Jobs Program.  There are 388 interested individuals on the database. • Continued to use PVJOBS workers to distribute construction notices and public meeting announcements throughout the corridor. • Participated in the Southern Christian Leadership Council (SCLC) Poor Peoples Campaign organizational committee, formed to lead the charge in eliminating unemployment. • Held the first in a series of strategic partnering monthly meetings with Union Local 300 Field Representatives to monitor the progress of the Local Jobs Program as it relates to the hiring of new and existing union members. • Distributed EXPO Jobs Program Information throughout the Exposition Corridor to over 16 facilities including: libraries, community organizations, senior centers and retail establishments.

FFP LOCAL JOBS PROGRAM INITIATIVEAND CONTRACTING OPPORTUNITIES FFP is committed to a diverse work force and is making significant progress in reaching the 20% DBE goal for Design, Professional Services as well as Construction. These goals are in addition to the 30% local resident hiring goal. Some DBE firms have already been hired as they were included on the Design/build team when FFPs proposal was submitted to the Authority. As additional DBE opportunities are identified, and as Work Packages are released, FFP will advertise these new opportunities in industry publications and will make efforts to reach out to new DBE businesses via email, website postings, an assortment of local newspapers catering to the African-American and Hispanic communities, and other venues as they are identified.

FFP LOCAL JOBS PROGRAM INITIATIVEAND CONTRACTING OPPORTUNITIES DBE Firms/ Small-Sized Businesses for Design Services: The Design Allowance + Fee is $26,650,000 and the DBE Goal of 20% represents $5,330,000.00. We have achieved 110.5% of our goal as depicted by the businesses represented in the chart on the next slide:

FFP LOCAL JOBS PROGRAM INITIATIVEAND CONTRACTING OPPORTUNITIES DBE Firms/ Small-Sized Businesses for Professional Services: The Professional Services Allowance + Fee is $43,787,000 and the DBE Goal of 20% represents $8,757,000 We have achieved 56.8% of our goal as depicted by the businesses represented in the chart on the next slide:

FFP LOCAL JOBS PROGRAM INITIATIVEAND CONTRACTING OPPORTUNITIES DBE Firms/ Small-Sized Businesses for Construction Work Elements: The Construction Allowance + Fee is $14,300,698 and the DBE Goal of 20% which represents $2,860,140. We have achieved 37.1% of our goal as depicted by the businesses represented in the chart on the next slide: NOTE: The proposed construction allowance is $295,000,000 of which $14, 300,698 has been authorized for expenditures.

  7. May Planned Activities • Coordinate DBE/Small Business Workshops for existing and potential Design, Professional Services and Construction Firms to ensure their understanding of contracting opportunities and their support of the Local Jobs Program • Coordinate with PVJOBS to prepare workers from within the Expo Corridor for employment as construction work activities increase and there is a greater need for new workers • Coordinate with various Community/Faith Based Organizations and public agencies to provide guidance to the numerous job seekers along the Corridor. FFP estimates that there will be 250 construction jobs on the Expo project at peak, with 30% of the construction hours worked by local residents. As a result, there may be interested individuals who do not secure employment on this project. FFP will work with other organizations to place these individuals. • Participate in the Quarterly CalTrans Small Business Procurement Fair • Participate in monthly coordination meetings with Local 300 Union Representatives to monitor construction hiring progress • Participate regularly in Poor People’s Campaign organizational committee as coordinated through the SCLC
