  1. FFP LOCAL JOBS PROGRAM INITIATIVEAND DBE CONTRACTING OPPORTUNITIES The following information provides a status update of FFP’s Jobs Program outreach and work activities in the month of May. This report will also detail the activities to be undertaken in the month of June to provide contracting and subcontracting opportunities for Disadvantaged Business Enterprise (DBE) firms and small-sized businesses (including M/WBEs) and construction jobs for local residents.

  2. May Activities: FFP’s Local Jobs Program actively recruits skilled and unskilled labor from within the Expo Corridor. FFP anticipates that during the peak of construction, 250 construction jobs will be available on the Expo LRT Project. FFP’s Construction Jobs Program goal is to hire local residents to fill at least 30% of these construction jobs. • Added 78 new individuals, 50 Expo corridor residents and 28 non-corridor residents, to the Jobs Program Inquires Log, which is the database listing individuals seeking employment opportunities through the Expo Local Jobs Program.  The current total number of job-seekers is 466. • Hired 18 local residents through May of 2007. • Coordinated with PVJOBS to begin the screening and job-readiness portion of the Local Jobs Program. Individuals who are not placed on the Expo project will be referred to one of the many community partners of PVJOBS for additional training, education and/or employment. Weekly orientation session will begin in June and will continue through the life of the project. To date, FFP has referred approximately 150 applicants to PVJOBS and EDD Workforce Centers for training and/or employment assistance. • Continued to host the monthly meeting with the Laborers Union Local 300 business agents to ensure they are actively involved in assisting Expo meet local hiring goals. Established the same relationship with the Carpenters Union Local 409. • Participated in a series of briefings with Exposition Construction Authority Board members regarding the status of the DBE Contracting Opportunities and Local Jobs Program.

May Activities continued: • Participated in the Public Works Intern Program (PWIP) and interviewed potential interns for the FCI/Fluor/Parsons, JV. • Established a networking relationship with the City of Los Angeles Association of Minority Business Opportunity Center (MBOC) to identify DBE firms for potential contracting opportunities. • Coordinated with subcontractors at primary and lower-tiered levels to discuss the contracting and hiring goals for the Expo project and to emphasize their professional and contractual responsibilities in assisting Expo meet these goals. Meetings are ongoing as new subcontractors are added to the project. • Continued to participate with the Poor People’s Campaign in conjunction with Southern Christian Leadership Council (SCLC) by participating as a panelist on the Economic Development Committee. • Participated in the monthly EXPO Project/Construction Update Meetings. • Continued distributing EXPO Jobs Program Information throughout the Exposition Corridor to over 20 facilities including: libraries, community organizations, senior centers and retail establishments.

FFP LOCAL JOBS PROGRAM INITIATIVEAND DBE CONTRACTING OPPORTUNITIES FFP is committed to a diverse work force and is making significant progress in reaching the 20% DBE goal for Design, Professional Services as well as Construction. These goals are in addition to the 30% local resident hiring goal for construction work. Some DBE firms have already been hired as they were included on the Design/build team when FFP’s proposal was submitted to the Authority. Subcontracts were issued to Blue Iron, Inc. and C. M. Peich, Inc., during the month of May for shoring services and pipe realignment, which include the 20% DBE goal and Local Jobs Program provisions. As additional DBE opportunities are identified, and as Work Packages are released, FFP will advertise these new opportunities in industry publications and will make efforts to reach out to new DBE businesses via email, website postings, an assortment of local newspapers with a wide array of readership including the African-American and Hispanic communities, and other venues as they are identified.

FFP LOCAL JOBS PROGRAM INITIATIVEAND CONTRACTING OPPORTUNITIES DBE Firms/ Small-Sized Businesses for Design Services: The Design Allowance + Fee is $26,650,000 and the DBE Goal of 20% represents $5,330,000.00. The firms on the next slide depict DBE firms that are either under contract or in contract negotiations.

FFP LOCAL JOBS PROGRAM INITIATIVEAND CONTRACTING OPPORTUNITIES DBE Firms/ Small-Sized Businesses for Professional Services: The Professional Services Allowance + Fee is $43,787,000 and the DBE Goal of 20% represents $8,757,000. The firms on the next slide depict DBE firms that are either under contract or in contract negotiations.

FFP LOCAL JOBS PROGRAM INITIATIVEAND CONTRACTING OPPORTUNITIES DBE Firms/ Small-Sized Businesses for Construction Work Elements: The Construction Allowance + Fee is $14,300,698 and the DBE Goal of 20% which represents $2,860,140. The firms on the next slide depict DBE firms that are either under contract or in contract negotiations. NOTE: The proposed construction allowance is $295,000,000 of which $14, 300,698 has been authorized for expenditures.

  8. June Planned Activities • Coordinate DBE/Small Business Workshops/meetings for existing and potential Design, Professional Services and Construction Firms to ensure their understanding of contracting opportunities and their support with the Local Jobs Program. • Coordinate with PVJOBS to begin implementing the screening and job-readiness portion of the Local Jobs Program throughout the months of June and July. This will include coordinating with various Community/Faith Based Organizations and public agencies who partner with PVJOBS to provide guidance or assistance to the numerous job-seekers not hired through the EXPO Local Jobs Program. • Continue to host monthly coordination meetings with Representatives from Laborers Union Local 300 and begin the same meeting format with Carpenters Union Local 409 to monitor the construction hiring progress. • Continue to participate with the Poor People’s Campaign in conjunction with Southern Christian Leadership Council (SCLC) by participating as a panelist on the Economic Development Committee.
