What is it? • The Incident Command System (ICS) is a standardized approach to managing an incident • Enables various jurisdictions, agencies, and/or programs to respond together in a coordinated fashion • Establishes a common organizational structure • Establishes a common process for planning, resource management and communications

4. History • Developed in 70’s after a series of fires in California where many died and property damage was in the millions • Those studying response determined that response problems weren’t as a result of lack of resources or tactics, but in the management of these resources and tactics Homeland Security Presidential Directive 5 identified steps for improved coordination in response to incidents.
