2 | STEM Activities UPDATE
STEM Council & Plan Development • Met with over 25 STEM Council members in a one-on-one setting and collected feedback, recommendations and data around each member’s vision for STEM in Indiana, included representatives from all agencies mentioned in legislation • Reviewed prominent STEM literature, research and analysis as recommended • Internal landscape analysis to determine feasibility for scale and program replication across IDOE • Reached out to identified states’ leadership to discuss lessons learned
STEM Council & Plan Development • Cross-walk analysis tool developed to analyze state plan goals and activities to inform Indiana’s plan • Priority buckets identified through meetings with STEM Council members and internal intake: 1) Talent; 2) Instructional Resources; 3) Infrastructure • RFP developed and submitted to IDOA to use allocated funds to accelerate STEM activities with potential to scale
STEM Academics, Programs & Awards • STEM Certified Schools • STEM Certification applications for the fourth cohort have been submitted • Received applications from 38 schools • IDOE has reviewed proposals and are in the process of conducting interviews and on-site visits • After fourth cohort is determined, there will be approximately 40 STEM certified schools across Indiana
STEM Academics, Programs & Awards • Career Pathways & Cluster Review • Career Pathways/Cluster Reviews: A thorough review of CTE career pathways (sequencing of courses, dual credits, and industry certifications) has been initiated. • The first step was to align SIP (course) codes and SOC (occupational) codes within each of the HWHD (high wage-high demand) fields, which included STEM, IT/CS, Adv. Man., Health Science, Ag, and Education. • Teams consisted of various stakeholders including educators and industry specialists. DOE content specialists participate in these discussions and this work is being facilitated by CELL from UIndy. • The STEM team has been reviewing the national Math and Science Pathway within the STEM cluster and will make a recommendation regarding a newly developed pathway which elevates math and science course work as well as other new introductory level STEM courses. • The STEM team has also been working to develop a new Computer Science (CS) pathway and make critical recommendations on course updates and additions. To note, CS already counts as a math credit (applied mathematics/quantitative reasoning).
STEM Academics, Programs & Awards Title IV Funding • Title IV has three allowable “buckets” of activities: 1) Well-rounded education (e.g. STEM, CCR, literacy, etc.); 2) Social/emotional; 3) Technology integration. • For the 2017-2018 school year, 34 are STEM focused. • The 34 grantees were awarded $2.56 million.
STEM Academics, Programs & Awards eLearning Grants: STEM focus • Supports districts in implementing or expanding state or nationally vetted, research-based curriculum for STEM and/or Computer Science • Application is available on January 8, with a round-one deadline of February 2 • Final awards (up to $75,000 each) will be announced in March • More information at: https://www.doe.in.gov/elearning/digital-learning-grant
STEM Academics, PD & Policy Other DOE STEM Initiatives • Exploring coding to be added as a world language • Allowing Computer Science to be counted toward math or science credits • Reviewing teacher licensing requirements to expand credentials • Organizing a Teach-to-Lead Summit focusing on STEM • Collaborating with outside groups to provide planning for CS district implementation and CS training
RFP: STEM Acceleration Program • Goal: To support schools that have an interest in applying, scaling or starting STEM, school-based activities, the IDOE intends to accelerate and evaluate STEM support activities across Indiana during the 2018-2019 school year.

Dr. Jeff Weld, OSTP STEM Senior Advisor, The White House Prior to joining the White House as a Senior Advisor in the Office of Science and Technology Policy, Jeff Weld, Ph.D., was the executive director for the Governor’s STEM Advisory Council and associate professor of biology at the University of Northern Iowa (UNI) in Cedar Falls, Iowa. Jeff has directed the Iowa Governor’s STEM Advisory Council since fall 2011, and the Iowa Mathematics & Science Education Partnership, the Council’s operations arm, since 2008. He has been a member of the UNI biology faculty since 2000. In 2007, Jeff was named the College Biology Teacher of the Year—four-year institutions—by the National Association of Biology Teachers. He has authored more than 55 research articles, essays, book chapters and two books, "Building a STEM Culture for Teaching and Learning" published in 2017 focused on education systems reform toward STEM, and “The Game of Science Education,” published in 2004, focused on navigating the barriers to innovative science teaching at the secondary and collegiate levels. He is past president of the Iowa Science Teachers association and of UNI’s chapter of Sigma Xi—the scientific research society.

SURVEY RESULTS: Talent Activities + Strategies Licensure, Endorsements & Incentives: “Establish quality STEM-related teacher preparatory guidelines and attach targeted license endorsements and incentives for more effective teachers.” (Tennessee Plan) Recruitment: New STEM teacher recruitment campaign. (write ins) Pre-Service Training: “Exemplary pre-service methodology instruction and curriculum in STEM should be disseminated to all [Indiana] teacher preparatory institutions.” (Iowa Plan) Industry Career Changers: “Target STEM professionals/retirees from business and industry to consider a second career as a STEM educator.” (Iowa Plan).
SURVEY RESULTS: Resources Activities + Strategies Integrated, Standards-based, Project/Inquiry-based Curriculum: “Develop a seamless integration of curriculum incorporating new state math and science standards with STEM instructional practices and career exploration applications.” (Tennessee Plan) Out of School Activities w/ Link to STEM Jobs: “Support after-school programs and enrichment that includes hands-on learning, working with experts, [career/job exposure], that includes hands-on learning, working with experts and engaging families.” (Massachusetts plan) STEM Certification & Recognition: Evaluate Indiana STEM certifications and reward top performing STEM certified schools. (write ins) Instructional Incentives & Teacher-to-Business Partnerships: “Schools leaders, from state level to individual schools, should create incentives for teachers to build partnerships – e.g., create space in the workday for teachers who want to reach out to the private sector.” (Iowa plan)
SURVEY RESULTS: Infrastructure Activities + Strategies Scale up Successful School-Business Partnerships: “Expand existent programs that catalyze school-business partnerships by coaching teachers and school leaders on ways and means for creating partnerships with local businesses while interfacing with regional business organizations such as Chambers of Commerce to help business connect to schools.” (Iowa Plan) DWD & DOE Collaboration: Utilize current workforce regions to create STEM business partnerships. (write ins) Information & Data Sharing: “Develop the ability to access and exchange information across the state regarding STEM partnerships in order to track outcomes and support partnership creation and development.” (TN Plan) Work-Based Learning, Externships & Partnerships: “Advocate for policies and legislation that provide incentives for the creation and sustainability of partnerships, CTE opportunities, and hands-on learning opportunities. This will be accomplished through student work-based learning experiences, teacher externships, and student and teacher research opportunities.” (TN Plan)

Next Steps • RFP Announced • First draft a STEM Plan shared prior to the next STEM Council meeting on March 7th. Comments will be collected and a draft plan will be presented at the meeting.
