Background Information To eligible to apply for Hawaiian Homelands: • You must be at least 18 years old • You must be at least 50% of native Hawaiian Blood • The general rule of thumb in determining 50 percent blood quantum is to submit enough documentation tracing your genealogy to your full Hawaiian ancestor(s). • They primarily use birth certificates, but sometimes except secondary sources. The are three types of Homestead Leases: • Residential, Agricultural, Pastoral • Some Benefits of Hawaiian Homelands: • 99 year lease • Annual lease rent of $1 per year • Exemption on tax on land

  3. Problem • Hawaiian homelands only offers leases to Hawaiians who have 50% or more of native blood, causing many Hawaiians not to have access to these lands.

Probing Questions • How can you classified if someone has 50% Hawaiian DNA? • You can do this by extracting DNA from bone marrow of ancient Hawaiians (before western contact) to test if you can find a Hawaiian genetic strand. Due to bones being kapu this theory can not be tested and has not been able to be tested. • What is Blood Quantum? • Blood quantum is the percentage measurement of your DNA which is from a certain ethnicity (eg: Hawaiian, English, ect..) According to Wikipedia Blood quantum is a term that describes legislation enacted in the United States to define membership in Native American Tribes or Nations. This legislation is used by Hawaiian Homelands to determine land ownership benefits through the Department of Hawaiian Home Lands[DHHL] • Can you single out a Hawaiian DNA strand? • As stated before researchers have not had the ability to test if you could. The only thing that is certain is the Polynesian motif. According to the article “A Polynesian Motif on the Y Chromosome: Population Structure in Remote Ocenia,” the Polynesian motif is a mitochondrial DNA marker of ancestral Polynesian communities. • In other words it’s basically scientist’s theories on the origin of Polynesian people. • One hypothesis being Taiwan as their homeland and the other being Melanesian.

Solutions • Testing bone marrow to single out the Hawaiian strand of DNA before it came into contact with foreigners. • Lowering the blood quantum percentage to 25% so more Hawaiians have access to the land. Being a ‘Hawaiian’ shouldn’t be quantified by their blood, because if you are part Hawaiian then if you trace your genealogy back far enough you come from Native Hawaiians as well.
