ILO AND OSH: 1919-2009 1919-1980 • Piecemeal approach; detailedandnumerousstandards; focussed on protection 1981-2009 • Gradual paradigm shift towardsadynamic and systemicapproach, focussed on prevention
THE GRADUAL SHIFT • 1981 - Convention No. 155 • 2001 - (ILO-OSH 2001) Guidelines • 2002 - Protocol Recording and Notification • 2003 - Global Strategy • 2006 - Convention No. 187 • 2009 - A General Survey

THE MODERN ILO APPROACH TO OSH “Refers to a culture in which the right to a safe and healthy working environment is respectedat all levels, where government, employers and workers actively participate in securing a safe and healthy working environment through a system of defined rights, responsibilities and duties, and where the principle of prevention is accorded the highest priority” (C. 187 Art. 1 d)
