  1. Project Minus 3% • Shining Examples • for the Implementation of the Energy End-use Efficiency and Energy Services Directive Organisation, Location, Date Suported by: Place your logo

  2. What is Minus 3% project? INTERNATIONAL PROJECT START: 10/2008 END: 09/2011 AIM:- start reduction in energy end-use towards 3% per annum - in the long term to reach minus 30% by 2020

  3. Minus3% approach PARTNERSHIP: CITY – ENERGY AGENCY

  4. Minus3% approach

  5. Key Finding 1 • Energy saved in the first year amounts to 20,987 MWh with a value of €1,912,000

  6. Key Finding 2 • The greatest savings are found in improvements to buildings

  7. Key Finding 3 • The return on investment is better for some measures than others

  8. Key Finding 4 • Energy efficiency has benefits for cities • Reduce annual bills: less kWh = less € • Increase capital value of municipal assets • Avoid CO2 penalties in future/ earn € credits • Local jobs through new energy services • Protecting the environment by lower CO2 • Model of good practice for citizens & business

  9. Key Finding 5 • It is possible to reach the 30% target by 2020 but it does not happen all by itself • So a special effort beyond current regulations has to be made by Cities to retrofit their buildings

  10. Key Finding 6 Energy Contracting helps to reduce up-front costs Energy Contracting = performance, function and price guarantee = outsourcing of commercial and technical risiks Added value of Energy Contracting:

  11. Energy Contracting guarantees energy costs

  12. Key Finding 7 • Key to successful implementation is an inter-departmental energy management process

  13. Key Finding 8 • Early stage involvement in planning is important and requires a long-term perspective

  14. Key Finding 9 • Behavioural measures are very important • (in addition to purely technological measures)

  15. Key Finding 10 • Choice of instruments is a key factor for success in mobilising energy efficiency measures €€€ Financial Instruments Regulations (e.g. Masterplans Bye-laws, etc) • Incentives • Direct investments • ELENA • Energy Contracting • ESCOs Information and Awareness (e.g. How-to Guide)

  16. EU Policy Context • ‘MINUS 3% - Shining examples for the implementation of the EU Directive on Energy End-use Efficiency and Energy Services (2006/32/EC)’ To be recast as a new Energy Efficiency Directive: “3% of the total floor area owned by their public bodies is renovated each year to meet at least the minimum energy performance…” Source: European Commission

  17. Why Bother? • To save money: less kWh = less € • To provide a better service and example • Protecting the environment by lower CO2 • Legislative reasons

  18. Yes we can! • Cities have control and are responsible • Cities are already successful in public services • Cities have people, structures, systems -and energy agencies • Cities have support of public and media

  19. Examples of implemented measuresby cities

  20. Installation of Solar collectors at Sport hall in Malacky, Slovakia

  21. Biomass boiler at “LAS ANEJAS” public school – Teruel, Spain

  22. Central Energy Management System (CEMS) - Maribor

  23. LED Traffic Lights - Graz, Austria

  24. Installation of High Efficiency Boiler in Leisure Centre - Derry, UK

  25. Switch off Behavioural Campaign
