COPE in NCAC, Summary Risks COPE Services Model not in Place by May 2013 (5,4) If the NCAC COPE Services model is not aligned to tools and processes by May 2013, then camping program will be impacted. Gear Sharing Processes (5,5) If the equipment sharing processes are not defined by 31 July 2012, then the NCAC COPE will not be able to deliver program with reasonable costs. Camp Airy has no gear (helmets, harnesses, ATCs, etc.) or ropes.   7. NCAC COPE Issue 3 (Facilitator Cadre) Developing Facilitator Cadre (High)Council offers training twice a year. Promotion of training has been through Camp Snyder’s website. Access to the content is controlled by the Camp Director, who has been too busy to make updates.
