Preliminary remarks The following comments are based on: • My original submission to the expert consultation last September • The document ‘Summary of the Consultation on the 2011 Specifics’, with the SARs team answers, the version last updated 7th January (2011 not 2010?) • The file ‘Vars by topic 5 SARs.xls’ circulated by the SARs team earlier this week I use the first to structure my comments today, reacting to the team answers in the other two. Sorry if it turns out that I haven’t yet fully absorbed all the salient points from the last one.
Migration variables Variables based on Census Q21: ‘One year ago, what was your usual address’ As Q21 no longer has an option of ‘no usual address one year ago’ (but now says ‘If you had no usual address one year ago, state the address where you were staying’), there should be no category for the former, unlike in 2001. THIS HAS NOW BEEN CHANGED – THANK YOU! MGIND: This now has 8 categories, which I think results from combining old MIGIND with MOVE: same address, same OA, same LA, same region, between English regions, between UK countries, N Ireland, Outside UK. Is OA an appropriate category?
Migration variables ADD1YR, LAYR and LA: Usual address one year ago, and Local Authority District (or equivalent) then and now These are complementary and seem to do the job (in CAMS and AI files anyway), showing same address, moved within LAD, moved from rest of UK (with LA known from LAYR), moved from outside UK; plus ability to produce O/D matrix at LAD level. One problem, though, is with the LAD geography (which presumably includes Council Areas in Scotland, though not listed separately): in Scotland and Wales, and now a lot more in England than in 2001, this is a very uneven geography, ranging from City of London to whole counties like Northumberland. Is there any solution to this (e.g. upper SOAs) beside crosstab of categories with MOVEFROM?
Migration variables MOVEFROM: Address 1 year ago (distance in km in CAMS, otherwise banded distance) Looks fine, now that it is no longer mixed up with LAD of origin. But I wouldn’t mind having the banded version as an additional variable in CAMS to save time recoding. COUNTRY, REGION and MOVEREGION: Country and GOR of usual residence 2001 and region 1 year ago I take this to be the ‘region’ level equivalent of LA and LAYR, with COUNTRY needed to identify living in Scotland in 2001.
Migration variables MIGSTAT: Family status of a migrant The 7th Jan doc says that this has been relabelled MIGFMSTAT, but not yet so in the latest file. Does it now have 8 categories (as on latest file) or 12 (as on SARs website)? MIGHUK11, MGRPUK11, MVGNUM11, MVGSIZ11: WMHH indicator, MGRP flag, MG id, MG no persons Does MIGHUK11 have 3 categories (as in latest file) or 2 (as on website)? The latest file has same description of MVGNUM11 and MVGSIZ11, but I can’t imagine there being 4000 persons in one Moving Group. Otherwise, OK, I think.
Migration variables COB: Country of Birth Good to see that this is now included in CAMS and AI spec, unlike (apparently) original version last summer. But seems to be a mistake in interpreting the suggestion to differentiate ‘Other EU’ into Eastern and Western to distinguish A10 in the 49-cat variable for CAMS, AI and AHH. Current version on web splits non-EU, not Other EU. PLEASE CHANGE. YRARR, YRARR(NI): Year of arrival in UK/NI: Looks OK, but perhaps the latest file could clarify the entries for AI and AHH which read ‘Banded in 4 cats. Until 1970, 1980+ in single years’. INTENTION: Intention to stay in UK: 3 categories (<6 months, 6-<12 months, 12+ months) fine.
Commuting variables LAWRK: LAD etc work Presumably this means LAD of place of work. Good to have this at LAD level in CAMS and AI (and, again, list of LAD types should include Council Areas in Scotland). WORKAREA: Comparison of where you work and live This has 6 categories, which presumably refer to ‘area’, but what does latter mean? LAD, Ward, SOA? WORKPLACE etc, WKPLADD etc, TRANSPORT: Details on web seem fine. DTWPEWNI11: Distance travelled to work Good to have the unbanded version for all 3 main files, and please follow through suggestion in the 7th Jan doc of an additional banded version here to save time on recoding. What is available for Scotland?
Secondary residence variable(s) SCADD: Stay at another address for more than 30 days a year (England & Wales only) 3 categories in all files: no, in UK, outside UK. OK. The 7th January doc mentions that note has been taken of a suggestion for two further variables: One based on Q6 which asks ‘What is that address?’ (e.g. for work, study, second home) One giving the whereabouts of this second address (e.g. the LAD id for CAMS and AI, as in LA and LAYR Neither appears in the latest file, so what are the next steps?
