Interagency Dispatch Improvement Project (IDIP) Begins in January 2011 2 Pilots – California and Southwest Assess current status and identify top priority issues in dispatch (IT Issues/Facilities/Governance,etc) Executive Oversight Group Comprised of Agency Director/Asst Membership Bridge Group between CA and SW Comprised of Fire/LE Leadership from both areas Task Groups Comprised of Regional Fire/LE/Dispatch Membership from the SW
Interagency Dispatch Optimization Project (IDOP) • Contractor to provide data analysis • Uses past data and recommendations from the large dispatch efficiency study a few years ago. • Law Enforcement involvement in study • Assess effectiveness of combining functions where applicable • 18 month timeframe • Deliverables include efficiency recommendations and to provide tools/methodologies for other geographic areas to use
Dispatch Assistance • Getting dispatchers when we need them! • Priority Trainees identified by every center • Master list disseminated and offices will attempt to utilize trainees with qualified personnel when activity warrants • Dispatchers assigned to some IMTs • Permanent roster members • Liaison between expanded and the IMT to facilitate/assist in getting required resources
Expanded Dispatch Assistance Plan • Pre-identified offices to assist an office in the initial stages of opening expanded and/or mobilizing IMTs. • User accounts issued to individuals in assisting office. • Albuquerque <> Flagstaff • Taos <> Prescott • Santa Fe <> Show Low • Silver City <> Phoenix • Alamogordo <> Arizona • Tucson <> Williams
2011 Incident Management Teams • Type 1 • Dugger Hughes IC • Joe Reinarz IC • Type 2 • NM – Pierson IC • NAZ – Nelson IC • CWZ – Templin IC • SE AZ – Philbin IC • Arizona State – Hall/Joki • Wildland Fire Management/T2 • McBrattney/Hall IC
IMT Succession • NMAC looking at different options as to the future of IMT needs and configuration • Feedback/comment period in 2011 once document is finalized and distributed • Phased in approach over a time frame of 5-10 years • Some things being considered: • Do we still need “typing”? • Long or short? • Core teams with section modules located throughout the country (i.e. - logistics/finance/plans) • AD/Contract “surge” teams to supplement agency teams • Participation incentives (increased pay, etc)
ROSS Changes • Proposal being presented to ROSS Change Board to have Agency Only as the default – No timeline as to implementation • ROSS<>ICBS (Cache) Interface • Improved performance • Additional capability in filtering/viewing requests and adding documentation
IHC Crews • Out of Area Rotation processes will remain the same. • Within area mobilizations: • Still use closest forces for the most part • Will use available (on duty) crews before available (day off) crews as long as they are no more than 100 miles farther from the incident as the available (day off) crew.
Air Attack Aircraft Mobilizations • No changes in who dispatches which vendor • SWCC will utilize a closest vendor concept, however some dispatch centers have multiple vendors and local rotations will be honored. • Will attempt to bring in ATGS personnel to marry up with SW aircraft when no one is available
ABZ/GLZ Boundary Changes • ABZ now dispatching most of Socorro District BLM as well as additional NM State/Sevilleta and Bosque del Apache NWR lands. • Eliminated the overlap of Zone Boundaries in the Socorro/ Magdalena area • New boundary layers have been submitted to NIRSC for issuance of 2011 Frequency Maps (no confirmation yet as to if changes will occur)
