Reinforce the democratic supervision in the EU Bring 3 essential principles into the core of the EU Civil Service Transparency Accountability Culture of service Strengthen the Fundamental Rights at EU level Non-discrimination Gender Diversity Expulsion Disabilities Solidarity Be a source for reforms proposals Help to fill in the rift between the citizens and the EU MY VIEW ON THE FUNCTION OF EO

  7. ACTIONS & PROPOSALS 1. For a better EU administration • Control enforcement of the Code of Good Administrative Behaviour • Develop a common Code of Good Administrative Behaviour • Appoint a ‘good administration & transparency officer’ per EU body • Control implementation of EU Charter on Fundamental Rights

  8. ACTIONS & PROPOSALS 2. For a greater notoriety of the EO’s Office • Publicize more widely the citizen’s right to refer to the EO • Permanent information campaign • Closer cooperation with the media • Continuous participation to conferences and seminars • Creation of a decentralized network of EO’s delegates • Administrative decisions should indicate right to refer to EO • Some figures • Increase of complaints between 2003 & 2008: + 28,5% • Increase of admissible complaints: + 15% • Increase of admissible complaints per capita: < 1% • Decrease of inquiries of the EO per complaint: - 16,3% • Increase of budget of the EO: + 48% • Better guide the citizens when complaining • Filtering E-system of preliminary questions • Interactive manual common to all EU bodies’ websites
