  1. U.S. Department of EnergyRadiological and EnvironmentalSciences Laboratory Anita Bhatt: RESL Director/DOE-ID U.S. Department of Energy Idaho Operations Office September 18, 2012

  2. RESL Programs • Program Secretarial Office – Nuclear Energy • RTP: NIST Radiological Traceability Program • RMAP:Radiological Measurement Assurance Program • SSPEP: Site-Specific Performance Evaluation Program and Other Specialized Programs • DOELAP: DOE Laboratory Accreditation Program • MAPEP: Mixed Analyte Performance Evaluation Program

  3. RESL – Established Quality Systems Accredited to ISO 17025:2007 ISO Quality Standard for Laboratory Operations & External Dosimetry Accredited to IS 17043:2010 General Requirements for Proficiency Testing Accredited to ISO G34:2009 General Requirements for Certified Reference Material Producer NIST/RESL Radiological Traceability Program

  4. Radiological Traceability Program (RTP) Direct Traceability to NIST • RESL prepares PE Materials for confirmatory measurements by NIST • RESL analyzes PE Materials prepared by NIST • All Matrices are addressed No other Federal Agency or Commercial Facility maintains this type of direct traceability to NIST

  5. MAPEP PE SAMPLES Semiannual Performance Testing In Natural Matrices: • Water (Groundwater, surface, etc.) • Soil • Air Filters • Vegetation Containing Mixed Analytes: • Radiological Analytes (Alpha, Beta, Gamma) • Inorganic Analytes (Priority Pollutant RCRA & UTS) • Organic Analytes (Semi-volatile, pesticides)

  6. New Requirement for MAPEP Participation Site User Agreement: Export Control Compliance Prior to Each Test Session - Accept SUA Laboratory will Comply with All US Export Control Laws and Regulations

  7. 2012 Test Session Samples Shipped Test Session 26 • Domestic Laboratories = 96 • International Laboratories = 33 • Test Samples Shipped = 683 Test Session 27 • Domestic Laboratories = 90 • International Laboratories = 35 • Test Samples Shipped = 602

  8. Features Specialized tests simulate real world samples - challenging laboratories’ analytical performance • False Positive Testing • Sensitivity/False Negative Testing • Unique isotopic ratios • Varying sample matrices and concentrations • Natural matrices (soil, surface or ground water)

  9. False Positive Testing

  10. Sensitivity Testing

  11. Unique Isotope Ratios Test Session 25 MaS25 • Natural Uranium Test Session 26 MaS26 • Depleted Uranium Instrument Detection: Mass Spectrometry

  12. Flexibility to Include Specialized Tests DOE identified Iodine-129 testing in waters important for laboratories’ analytical performance • Important long lived isotope to monitor • Highly mobile in groundwater • Health hazard – concentrates in thyroid • No other PT program includes I-129 testing First testing session 25 shows laboratories relatively poor performance with improved performance in test session 26

  13. Site Specific Performance Evaluation Program (SSPEP) • RESL prepares proficiency testing standards based on customer requirements for their contracted laboratories • Performance Evaluation (PE) Samples • Soil • Water • Air filters • Fecal • Urine • Milk • Other matrices as requested • RESL evaluates final results of the PE samples and sends final report to customer

  14. Examples of RESL Program Specific PEPs • Specialized Air Filters for the IAEA for the Proficiency Test on the Determination of Gamma Emitting Radionuclides and Intercomparisons • US Army Ultra Low Level Uranium and Plutonium in excreta samples • US ARMY ultra low level depleted uranium in urine • Air Filters for the EMPIRE 2009 and April 2010 radiological exercise • USDA and FERN vegetation PE for mock dirty bomb • EPA Reference Values of Fresh Fission Product sample

  15. MAPEP Afternoon Session RESL’s Path for Becoming a Reference Material Producer – Guy Backstrom Verification of Carbon-14 in Proficiency Testing Materials– Shane Steidley RESL’s Participation in IAEA RLA-2014 Project – Leon Jensen Problems Encountered with Analyzing Fresh Fission Products – Guy Backstrom

  16. New RESL Facility Lab Area Office Area
