REVIEW OF THE OUTCOME OF THE RECOMMENDATIONS OF THE LAST CLUSTER MEETING • Established as a result of the re-configuration of • the agriculture and market access cluster into • two, during the 7th. RCM in November,2006 • UNIDO assigned the Convener of the ITMA • Cluster
MAIN DECISIONS OF THE LAST CLUSTER MEETING • Necessity for coordinated efforts in resource mobilization and joint programme development • AUC requested to provide its capacity gaps and needs
MAIN DECISIONS OF THE LAST CLUSTER MEETING • Efforts to be put to improve quality and accessibility of information within the Cluster • It was proposed that a WEB SITE be created so as to facilitate the sharing of information within the Cluster • Meeting of the Cluster to take place once a year, prior to the RCM Meeting. • On Reporting; Reports should be semi-annual; each agency should send their reports to the Convener
OTHER ISSUES DISCUSSED AND ACCORDED IMPORTANCE • Quality infrastructure in trade; Aid for Trade; Empowerment of Women; Business Incubators; EPAs; Common Quality Framework for Intra-African Trade; Standards; Harmonization of Regulatory Framework
CONSTRAINTS IDENTIFIED • Communication within the Cluster • Reporting and information access • Resource mobilization • Benchmark and Indicators • Capacity Building need of the AUC and NEPAD Secretariats
ACHIEVEMENTS AND IMPACTS; SINCE LAST REPORTING • Meeting of 2008 held in conjunction with the 9th. RCM, reviewed: - Work Plan of the Cluster - Monitoring and Evaluation Framework - Identified Performance Indicators and Baseline for measuring Impact - Rules and Procedures for the Cluster - Need for sub-Clusters - Capacity needs in support of AUC, RECs, NEPAD Secretariat
ACHIEVEMENTS AND IMPACTS; SINCE LAST REPORTING • Emphasis during the meeting was on review of the • Business Plan (2009-2010) and its operationalization • including consideration of cross-cutting issues • Cluster members agreed to send updates of • activities by 01. November 2008
ACHIEVEMENTS AND IMPACTS; SINCE LAST REPORTING • The strategy for the implementation of the Plan of Action for the accelerated industrial development of Africa forms the basis of the work on industrial, value addition, productive sector, etc. for the ITMA. It also emphasized synergies with other initiatives.
ACHIEVEMENTS AND IMPACTS; SINCE LAST REPORTING • The finalization and approval of the Strategy for the Implementation of the Plan of Action for the Accelerated Industrial Development of Africa formed the bases of the work of the Cluster • The Implementation Plan of Action was developed, together with the projects and approved by the CAMI.
ACHIEVEMENTS AND IMPACTS; SINCE LAST REPORTING • The missing sections from the implementation strategy of the Plan of Action were the Monitoring, Evaluation and Financing and Resource mobilization sections, together with the Way Forward • Jointly with financing from UNIDO these sections were worked upon and are now ready for the final approval process
ACHIEVEMENTS AND IMPACTS; SINCE LAST REPORTING • The concerted support has therefore resulted in a • Comprehensive AIDA, in keeping with the • directives from the AU Summit. • The core of the document is a Phased Industrial • Development Vision. • Key issues and emphasis in the document: • - Critical analyses of factors restraining Africa’s • Industrial Development • - Africa’s response to challenges against • industrial development • -
ACHIEVEMENTS AND IMPACTS; SINCE LAST REPORTING - Key considerations in the architecture of financing and resource mobilization strategy; especially consideration of the essentiality of public-private partnership; needs to institutionalise mechanisms for resource mobilization and development; special financing needs of small industries; need to create appropriate financing instruments; recognition of the essentiality of promoting ‘organic’ industrial growth.
ACHIEVEMENTS AND IMPACTS; SINCE LAST REPORTING • - Strategy of bridging the industrial skills gap includes • the revolutionalization of education and liberalization • of the labour market; promotion of techno-entrepneurship • and enterprise development • - Bridging the gap in technological capacities • Monitoring and Evaluation framework includes • development of comprehensive monitoring and evaluation • systems and frameworks. {see charts}
