I.Programmes initiated and financed by the MECI - 1 • Distribution of specific places for Roma children at the examination for high-school admission (1990 – 1995, 1995-2000, 2001-2009); • Providing specific places for Roma youngsters at the examination for admission in universities and colleges (1992- 2009); • Teaching Roma language and history in schools and high-schools (1990; 1992- 2009); • Teaching Romani language in universities (1992-2009); • Establishment of Inspector positions within the ISJ for the purpose of Roma education (1999); • Financing of Roma language and history teachers positions (1990;1992- 2009); • Organisation of summer schools for Roma language and history (1999 - 2009), with own financing, in 2000 and 2007, 2008);

Programmes initiated and financed by the MECI - 2 • A national contest of Romani language (2000-2009) and Roma language and creation camps (1998 – 2006); • Romani language and literature, history and Roma traditions curricula (1991-2009) and school textbooks (1994-2009); • Courses of initial and continuous training (in 2007, over 1,800 human resources trained), in 2008 2,010 persons trained; • Annual conduction of 80 – 120 summer kindergarten programmes that precede the enrolment in the primary education (from 2002 to 2007; In 2008, over 580 summer kindergartens = over 8.000 Roma children). • Conduction of the “Second Chance” Programme ( Ist -Xth), from the 6th of Oct. 2005 and on, 2006 - 2009; annually, over 8000 persons; • Courses for initial training of the school mediators (2003-2009, 616 persons)

  4. II. Joint programmes with over 80 organisations • Romani CRISS (1994-2009) • Intercultural Institute Timişoara (1994 - 2007) • Party of the Roma “For Europe” (1997 - 2009) • PER Tg. Mureş and BRCEE Bucharest (1998 - 2009) • CEDU 2000+ Bucharest (separated in 1999 from FSD, 1998 - 2009) • CRCR Cluj Napoca (1998 - 2009) • Save the Children (1998 - 2009) • UNICEF representation (2001 - 2008) • “Amare Rromentza” Organisation, Bucharest (2006 - 2009) • “Ruhama” Foundation – Oradea (2007 - 2009) They have excelled in the programmes for Roma and non-Roma human resources training and in the development of educational materials for Roma.

III.Programmes conducted in collaboration with UNICEF (2001-2009) • Publishing of educational materials and auxiliary school textbooks for Roma language, history and Roma traditions (2001-2009, 20titles); • Granting scholarships for the study tuition of Roma youth who teach Romani language in schools and who attended Romani language institutor’s training through the Open Distance Learning-IDD programme at the University of Bucharest (2001-2005, annually 117 to 220 scholarships); • Financing of 11 summer schools of Roma language and history (2001- 2009); • Patenting the “summer kindergarten” programmes that precede the enrolment in the primary education (2001); • Training of non-Roma teachers who work with Roma pupils and children on educational Romanipen (2004-2006, annually 420 persons); • ZEP (zones with educational priority) testing; • Workshops of inspectorsandmethodistsfor the education of Roma (2003, 2005, 2006, 2007). • Courses for initial training of the school mediators (2009, 56 persons)

Programmes financed from European funding - PHARE Development of the PHARE education programme for disadvantaged children (especially Roma), September 2002 – November 2009: • Granting study scholarships for 55 Roma youngsters who learn through IDD (institutors –Romani language, 2003-2007, at the University of Bucharest, and for other 38 at UBB (2006, 2007, 2008, 2009 and on); • Training Roma and non-Roma teachers in the field of inclusive education; • Establishment of the Roma mediators network in the schools that are included in the project (417 school mediators) and their training; • Conduction of the “Second Chance” Programme ( Ist -Xth), from the 6th of Oct. 2005 and on, 2006 - 2009; annually, over 8000 persons; • Conduction of summer kindergarten programmes for children who have not attended it before starting the Ist grade (2004-2008); • Development of educational materials (including bilingual or for Romani language); • Rehabilitation of school facilities and equipment in the programme.

Relation with Governmental programmes • All educational activities for the Roma follow the Governmental strategy for the Improvement of the Roma Status, Government’s Decision no.522/26 April 2006 – published in the Official Journal of Romania no. 371 din 28 April 2006 - (initially: Government’s Decision no. 430 /25 April 2001 published in the Official Journal of Romania no. 252, 16 May 2001) and the objectives of the Decade of Roma Inclusion programme financed by George Soros and the Government of Romania. • European Strategic Projects – the Government of Romania (of 2008). E.g.: The project “All in kindergarten!, All in the Ist grade !” (July 2009 –2011), regarding the summer kindergarten programmes that precede the enrolment in the primary education and integrated assistance programmes during the Ist grade for 8,400 Roma children.

Results • The number of pupils who have assumed the Roma identity: annually, 230,000 - 260,000 (1990: 109,129); • The number of Roma pupils who study Roma language and/or history: annually, over 26,000 (3-4 hours / week); • The number of teachers of Romani and Roma history: annually, over 400 in 41 from 42 counties; • Over 400 Roma school mediators in schools, annually (from 672 trained); • 42 inspectors for Roma’s educational issues; • 60 methodists for the education of Roma and the teaching of the Roma curriculum in the counties; • Integral teaching in Romani in the Ist to IVth grades in School no. 12 of Măguri (Lugoj –Timiş county) and in School no. 1 of Orăştie (HD), School of Ineu (Bihor), etc, and partial teaching in Romani at the Vth to VIIIth grades (School no. 12 Măguri – Lugoj); • Romani - Romanian bilingual curriculum in the kindergartens in Săruleşti (Călăraşi county), Ciurea (Iaşi), Bacău (3 units), School no. 12 Măguri (2 groups), etc; • 7,940 Roma children, teenagers, youth and adults have attended the “Second Chance” programme during 2005 - 2007. Other over 8,000 are enrolled, annually, in the school years 2007/2008, and 2008/2009; • Over 2,500 non-Roma teachers of Roma groups and classes of Roma pupils have attended continuous training programmes on educational Romanipen during 1994- 2008; • “Summer kindergarten” programmes that precede the enrolment in the primary education (Annualy, bw. 2,400 – 8,000 rroma children).

Legal initiatives(a selection) • - Order on the approval of the syllabus for the optional subject “Intercultural Education” (the curriculum for the lower secondary education at the option of the school) and the approval of the revised syllabus for the optional subject “Human Rights” (the high-school curriculum is decided upon by each school) no. 3774/ 22.04.2008; • - MECT Order no. 1529/18 Jul. 2007 on developing diversity in the national curriculum (published Official Journal of Romania no. 670/1.X.2007); • - MECT Order no. 1539/19 Jul. 2007 on hiring and activity regulation for mediators (published Official Journal of Romania no. 670/1.X.2007); • - MECT Order no. 1540/19 Jul. 2007 on the interdiction of school segregation of Roma children and the approval of the Methodology for the prevention and removal of the segregation of Roma children (published Official Journal of Romania no. 692/11.X.2007); • - MEC Notification no. 48 897/13 November 2006 on the Roma calendar (for school purposes); • - MEC Notification no. 42 622/25 October 2006 on the conduction of activities specific to the schooling of Roma;
