Multinationals in Europe between Flexibility and SecurityResearch ProjectPresentation for the Meeting of the IMF Working Group on Mechanical Engineering (Brussels, 23 September 2010)
Practicalities • 4-year project (2010-2014) • Funded by K.U.Leuven • Supervisor: Prof. Valeria Pulignano • In collaboration with: • University of Amsterdam • European Foundation for Improvement of Living and Working Conditions
Objectives / aims • To study the implementation of flexibility and security combinations at the level of the company • To examine the social consequences of such combinations for different groups of employees • To provide a critical and empirical contribution to the debate on ‘flexicurity’ in Europe
Originality • A company-level perspective: • Large and growing diversity at company level • Effects of macro-level regulation depends on implementation • An employee-perspective • Role of trade unions • Perceptions of individual employees
Research questions • Which flexibility-security combinations can be observed at the company-level? • What are the processes through which such combinations are implemented, and which factors influence this? • What are the effects on different groups of employees?
Methods • Interviews: • Employee representatives (company) • (European) works council representatives • Trade union officers (sector) • Management representatives (company) • Document analysis: • CLA’s, company policies, etc. • Employee survey: • Questionnaire for employees
Cases • Subsidiaries of multinationals • 4 companies (2 EU-origin, 2 US-origin) • 4 countries (BE, NL, UK, IT) • Sector: mechanical / electrical engineering • Diverse skill levels of workforce
Support • Interviews with trade union / employee representatives • Link with management representatives? • Implementation of employee survey • Ideas for case selection: • Bosch? • Caterpillar? • Atlas Copco? • Johnson & Johnson?
Pay-off • Insight into processes of balancing flexibility and security • Role local social actors • Scope for improving trade union action? • Data on employee perceptions / opinions • ‘What do workers want’? • Differences according to gender, age, skill level, ethnicity?
