  3. introduction I When did it start? The “divided” city Look back to 1989 • East-Berlin - Capitol of GDR • West Berlin – “island of the lucky” / ”Front-Stadt Berlin” Both sides • high subsidisation • low dynamic in housing market, change of population

  4. introduction II The “fall of the iron curtain” Berlin reunified and got back his “backyards” flight to the outskirts – “my castle in the green” segregation in the inner city high migration from and into the city • nearly 1.7 Mio. emigrants • nearly 1.7 Mio. immigrants accelerated segregation structural changes

  5. strategies against social segregation I focus – inner city since 1998 model areas „social stabilisation“ – state since 1999/2000 federal programme “socially integrative city” („Soziale Stadt“) EU + Federal + state Districts with “special development needs” Areas of intervention (10, later up to 34) external but not independent contractors - neighbourhood manager (NM) participation activation / pooling resources empowerment

  6. strategies against social segregation II extra money • first phase – 1999 to 2006 125 million € • second phase - 2007 to 2013 151 million € parallel budget to ordinary budget of boroughs formal structures “Quartiersräte” “area council” (AC) local budgets „the Berlin way“ 75% socio-cultural projects 25% invests rest of Germany - vice versa

  7. things are changing Phase 1 • NM-teams did what they like • „Expedition force“ of the senate • voiceless inhabitants Phase 2 • boroughs take over the control and the responsibility • NM on retreat • inhabitants rise (AC) Phase 3 • the new sovereign is AC • (up to 100% of the area money) • NM delivers service to AC und borough • strategy versus local action

  9. situation of today II Socially oriented living environments - “LOR” Prognoseräume (60) Bezirksregion (143) “borough region” Planungsraum (447) Standardised level of statistics, closer to reality Monitoring „social urban development” all over Berlin Comparative analysis and description of dynamics Updated every (second) year There is more need for programme areas! BUT!! The system can’t be extended!!!

  11. community orientation (“SRO”) I Basic principles for a Social Urban and Community Development policy focus on the needs, opportunities and resources of the residents and their living environment by setting up intensive and interdisciplinary cooperation and by involving local interestgroups and local stakeholders change in perspective - target-group-specific scope is extended to include territorialreference with a focus on the social situation no ready-made solutions - common learning, innovation and development process

  12. community orientation (“SRO”) II supported by an appropriately resourced budgetary and programme policy regular reconciliation between borough and senate administration via city-wide objectives, local needs and territorial sets of priorities Monitoring and evaluation of the "socially oriented living environments" Strategic control line management structure +networks a new quality structure for an urban policy culture based on participation, responsibility and management ("Governance")

  13. community orientation (“SRO”) III main elements coordination of data internal borough coordination (new coordination unit “OE”) neighbourhood coordination/management all resort analyse and planning paper – “profile of borough region” (Bezirksregionenprofile)

  14. outlook sound complex, it is! „the longest journey starts with a single step“ only reform of administration, inhabitants …..? Boroughs are on their way, senate …..? Process will speed up if neighbourhood management stops in 2013
