Old Business 1. 2013/14 Budget discussion – Pierce Fiscal Year 2013 Total Remaining With 37.3% of Year Remaining
1. 2013/2014 Budget • Still unsure of sequester impact on operations. • Still not sure of drought impact on budget. • Working on service agreements for both updated infrastructure and NICE recorders, right now looking at around $115k/year, so will lose some of our flexibility to do projects at end of year, but need to see what the additional funding for towers will do for our budget. If need be, will request for FY15. • No major changes in operating budget. • Trying to figure out $321k grant match. 2. Grant Status • DHS grants merged into the National Preparedness Grant Program • DPS is reallocating about $200k to McPherson site, still about $50k short. DHS 2012 grants total $2,335,889 Note excerpt from Senior Advisory Committee: Jeff P. discussed State Radio system needs and provided some handouts as well as the newly printed State Field Operators Guide. There are 22,000 state radio users. The system needs to build some additional towers to fill in some gaps; towers cost $250,000-300,000 each. Pennington County Simulcast Sites nearing completion for the simulcast upgrade in Rapid City. Upcoming System Work: Continue removal of equipment from Becker-Hansen Master Site. Finish building doors at Miller tower site. Continue general maintenance and tower maintenance at radio tower sites. Continue work on site coverage improvements. Complete console audio tests with Federal Wildland Fire dispatch. Miller T1 microwave path move up dish on Ree Heights end (completed, made a big difference in uptime %). Multiple tower site work, per list. Continue to place outside gensets indoors.
4. SCIP Update • Broadband inclusion • Annual SCIP Implementation Report submitted to OEC • Working on utilizing a new format to reduce size of SCIP • NECP Goals are being updated? • 5. 700 MHz Plan Progress • No updates at this time, efforts have been concentrated on narrowbanding, licensing, etc. • 6. Narrowband Progress • Predictions of 20-35% non-compliance nationwide. • Enforcement will be a complaint-driven process, most likely triggered by new narrowband licensee’s. • Some agencies have relicensed, but still operating wideband, that will probably shake out quickly. • New coordination can start February 1, 2013, all will be considered as narrowband at that time.

National Public Safety Broadband Network Impact on the State of south dakota
National Public Safety Broadband Network (NPSBN)History • The concept of a public/private partnership to provide public safety a national wireless data network to address interoperability issues has been in discussion from 2006 to present. A primary need for the creation of a dedicated network is the spectrum on which to build the system. • The federal rebanding effort, including the move to digital TV to free up spectrum, included 10MHz of spectrum in the 700MHz frequency band that was dedicated to public safety. • Adjacent to the public safety spectrum was a block called the “D” block that was to be auctioned off for the purpose of a commercial partnership with public safety. The auction did not meet minimum bid requirements. • 2009-2012 Public safety organizations mount a coordinated effort to get the “D” block reallocated to public safety use. • February 2012 Middle Class Tax Relief and Jobs Creation Act included legislation dedicating the “D” block to public safety and created the framework for a national public safety broadband network.
NPSBN Concepts NPSBN will be a nationwide system using a common technical standard Long Term Evolution (LTE) as the networking protocol. Subscribers on the system will be able to “roam” nationally when built out. Legislation required significant rural coverage (significant not yet defined) The network will be governed by an appointed board of directors consisting of representatives from the federal government, commercial industry, and public safety entities. System will be self-sustaining once built. Build-out will be financed by an allocation and proceeds from identified federal spectrum auctions. The construction, management, and business aspect of the system will be managed by a newly formed organization (FirstNet). FirstNet will coordinate with the states to determine requirements and information necessary to conduct an RFP to select a provider(s) to build the network.
What’s Happened So Far? • Interoperability Committee has been stood up, set minimum standards, and disbanded per legislative requirements. • FirstNet board has been named and first meeting was held September 25th 2012. During this meeting a number of committee’s were authorized and a possible network concept proposed. What’s Next for FirstNet? Completion of the FirstNet organization, hiring/offices, etc. SLIGP applications due March 19th, 2013 SLIGP awards scheduled for mid-July 2013 At the conclusion of the state consultation process, FirstNet will compile data collected and integrate that into an RFP for system buildout. After RFP award, FirstNet must present plan to Governors of each state and within 90 days a decision to opt-in or opt-out of the network must be provided. System build-out. Operate and maintain nationwide public safety broadband system.
What’s Next for the State’s? Designate a single Point of Contact for coordination with FirstNet. (completed) Designate a governance to coordinate activities and grant funds. (completed) Designate an agency for the administration of the grant funds. (DPS or BIT) Begin outreach with state, local, tribal, & possibly utilities to determine potential interest in utilizing the network. (Possibly consultant?) Finish application and submit by March 19th. One funding level is known, determine methodology for outreach, information gathering process, and integration of local databases. After the FirstNet RFP process is completed, each state will be given a design, funding allocated, and will at that point need to make a decision to opt in or opt out. If opting out, states will need to provide an alternate plan which needs approval of FirstNet and FCC, and then apply for grant funds to cover the costs of the alternate plan. Need to be informed on options.
State & Local Planning Planning: State, regional, tribal, and local jurisdictions will identify, plan, and implement the most efficient and effective way for such jurisdictions to utilize and integrate the infrastructure, equipment, and other architecture associated with the nationwide public safety broadband network Funding: State and local Implementation Grant Program provides $135m to support planning and implementation efforts. Phase 1 will be directed towards outreach and education, with the grant guidance due 1st quarter 2013. Phase 2 will commence after partial completion of Phase 1 and will involve data collection.
Final Thoughts States are being asked to participate and share costs (Implementation Grant Program) for a system they don’t know for sure they will use. Lack of information available for outreach & education. Will not be able to answer cost/coverage/application questions expected. The system is probably 5-6 years from first beneficial use. No timeline established for any build-out in South Dakota. Estimated 10-20 years before the system can supplant radio systems. No idea if subscriber fees will be in line with current commercial cost. If we decide to utilize system, we will need to plan ahead for device costs. If we decide to utilize system, we will need to determine how to integrate our local databases (driver licensing, vehicle registration, hunting licenses). Despite all of the unanswered issues, this is conceptually one of the biggest advances in the history of public safety communications. Envisioned are increased access to data, improved officer safety, increased efficiency, and increased collaboration intra-state and inter-state.
