Sci) Chas Cavedoni (Gemini) Michael Sheehan (Gemini) Ciro Del Vecchio (Arcetri) Larry Stepp (Gemini/NIO) Brent Ellerbroek (NIO) • Positive Comments on overall project • Assembled an outstanding project team • Healthy/constructive engineering-science interaction • Good design approach using existing concepts when possible • Project has addressed the concerns of previous reviews • Excellent documentation • Design strawman meets SRD
ATST CODR • Recommendations for further design work • Some we are doing already • Some are planned for PDR • SRD • Review seeing/site ties • Requirements for Gregorian focus • Systems • Image quality error budget incorporating site data • Work out several observing scenarios • Optical • Throughput to Coude room • Further elaboration of alignment metrology
ATST CoDR • Straylight • Need error budget • Some concern that we will not meet coronal specifications • AO • Better costing • Revisit DM position • Heat stop • Dome heating • Failure modes • Vibration • Primary Mirror Assembly • Careful specification - lack of experience with large off-axis mirrors • Lateral support • Mirror shake due to cooling system • Schedule issues
ATST CoDR • Secondary Mirror and Transfer Optics • Coude lab interface (warm air in lab-cold air at telescope) • Trade study on materials • Coatings
ATST CoDR • Science Working Group Report on CoDR also positive • CFD analysis has raised confidence in enclosure but, • Urge the project to complete the more realistic analysis that is planned • Include correlation between seeing and wind speed in the error budgets and MC simulations • Seeing effects along the Coude optical path • Complexity of thermal control, optimization to best seeing conditions • Interfaces between telescope components and instruments (e.g. Modulators and calibration optics) • Derotation at Gregorian Focus • Auxiliary light feed • Revisit height of telescope aperture after site (down) selection
ATST CoDR • Reaction of Project to CoDR Review and Committee Report • Developing a formal response • But, initially ---

ATST What’s Next • Construction Proposal • Cost – $161M, avoiding sticker shock • Broadening of Science Case • Impacts in other fields • Advocacy at NSF • AURA/SOC/Red Team Reviews? • Assume due 20 December • When does AURA need it • Non-NSF Funding – words but no $, cutting deals?, site • Instruments • How to include in the proposal? – Partners vs Competed vs International • If partners, establishing sound management structure • Completing the Site Survey • PS/ASWG Recommendation • Final decision: PI? + CoPI? + AURA + NSF + ……(congress?) • Review of Process and Choice? (AURA, ??)

Estimate with ATST • Current NSO $9.1M ($.66M from partners and revenue) • Roughly 20-25% higher based on increased manpower • $10.8M - $11.3M • 5% - 10% cost of ATST: $8M - $16M Based on SP+Tuc * 1.25 (no KPNO $) Add two postdocs Minimal science support This will probably go up for stand alone Minimal operation – higher during commissioning phase VSO?, Instrument Program?
Deltas to NSF • ATST Mirror (hoped for congressional help) • Postdocs and Entry Level Staff • Deferred Maintenance/Upgrades • MP Control System • DST Camera’s and Controls • Sunspot • DST Dust Mitigation, Maintenance • Fire Doors • Fire Treatment • Housing • EPO
Changes in Tenure Policy • Diversity as a major goal is important • Must insure centers can continue to meet mission and retain leadership role while achieving a more diverse staff • Must avoid defacto establishment of quota systems • Would like more time to discuss internally and with PPC • Center’s (who must implement the policy) need to discuss the proposed changes in some detail • Current policy allows for emphasis on service and innovation • Leadership and interaction with the community is and has been a major factor in tenure recommendations • AURA can make progress in diversity into a substantive performance evaluation factor • Automatic review • Express concern about process or candidate? (B-I-13) • Opens door for manipulation of tenure process by management council?
NSO Plan to Increase Diversity • Early Mentoring – REU and SRA Programs • Growth in female representation • Minority recruitment still very low • Postdoctoral and Entry Level Recruitment • Irene GonzMalez-Hernandez (GONG) • Maud Langlois (ATST/AO) • Laura Allistaire (ATST/Filter) • Active Recruitment • Emphasis on diversity policy in job advertisements • Work with groups in professional societies • Target traditionally minority universities for recruitment • Promotions • Positive mentoring • Opportunity to lead
Critical Decision Points • Demonstration of high-order adaptive optics on the DST and other meter class telescopes (2003) • Demonstration of adaptive optics and technologies in the infrared on the McMath-Pierce Telescope (2003) • Completion and commissioning of SOLIS (2003) Nov • Down selection to 2-3 ATST sites for further testing (2003) Oct • Submission of ATST construction proposal (2003) Dec • Select final ATST site (2004) • Funding of the ATST construction phase proposal (2006) • Decision on NSO headquarters location (2008) • Commissioning of the ATST (2010-12?) • SOLIS relocation (2010-12) • Relocation and consolidation of the NSO (2011-12)
NSO in the ATST Era • Major new scientific capabilities • Ultra high resolution observations of magnetoconvection, solar activity, magnetic flux tubes, fibrils, ……… • Detailed maps of coronal structures and fields • Continuous vector magnetograms and observations of active region development • Precision Solar/Stellar observations • Subsurface and solar interior maps, far side imaging • Remote operations of ATST, SOLIS, GONG, Other? • Enhancement of the strong NSO program of instrument development • Consolidation of scientific staff • Co-location of NSO with a University
