Air Traffic Control Instructional Technology TSgt Ron Taylor HQ AFFSA/XAOT
Overview • What is Instructional Technology ? • Examples in use • ATC Craftsman Course • CBT Library • AOF Web Program • Simulation • Current and Future Projects • Summary / Conclusion / Demos
What is Instructional Technology? • Interactive Course Ware (ICW) • Computer Based Training or Instruction (CBT or CBI) • Sitting in front of a PC completing automated training modules • Computer Managed Instruction (CMI) • Program controls the path to completion • e.g. 7lvl ADL course • Web Based instruction and reference products • AOF Web
Instructional Technology – Examples: • ATC Combat Skills CBT • Complete / Distributed • ACC POC • Goal: Familiarize controllers with equipment utilized in their projected area of responsibility (AOR)
Instructional Technology – Examples: • ATC CBTL Vol. 1 & 2 Mar 2004 • CBT Library contains the entire complement of AFFSA maintained CBTs • Consists of over 40 separate modules
AOF Web AOF Web
What is the Web ? AOF Web – What is it? • Primarily an “information retrieval tool” • Enables immediate access to most commonly used training products using “web based” technology • Mandatory for use IAW 13-204Para. 4.6
AOF Web - History • Concept from McConnell AFB (96’) • MSgt (ret) Daniel Rund • SSgt Ron Desormeaux • Created one-stop shopping for all ATC’s • Demonstrated and adopted by AFFSA in 1997 • Beta Test completed Jul 98 and released in Sep 98 • V.8 Jun 04 is the latest release
AOF Web - Contents • Quick links to various publications • AFI 13-203, AFI 13-204, AFI 13-218 • FAAO 7110.65 • Official source for AF MTTR • Future version will separate Tower from Radar • Over 100 regulations contained on disk
AOF Web - Contents • Master Task and Technical References (MTTRs) • AF standardized • Tasks • Mirrors the CFETP STS • Identifies all AF technical references required to accomplish the task (broken down to lowest denominator with internal/external links to AF/FAA references)
AOF Web - Contents • Master Reference Index • Comprehensive listing of AF mission essential documents • AF Instructions, FAA Orders, etc • Lists currency • Location (within CD, or external link) Thou shall “keep ‘em separated”
AOF Web - How is it done? • AOF Web Program is written in HTML • Standard computer language • Compatible with all computers
AOF Web - HQ-AFFSA’s Role • Maintain AF standardized MTTRs • Accomplish AF task breakdown (lowest denominator) for FAAO 7110.65, AFI 13-203, 13-204, 13-218, and ATCTSs • Maintain AF MRI • Maintain “hyperlinks” from AF identified TRs • Maintain distribution process • Establish AF policy and procedures for implementation and overall program use
AOF Web - Training Managers’ Role • Explain how users access the program • Explain how paper products will be used in conjunction with the AOF Web • Provide guidance about documentation procedures (i.e., CFETP/AFJQS) • Ensure HHQ guidance is filtered downward • Serve as the focal point to answer questions/solve problems associated with the program
AOF Web -Training Managers’ Role • Accomplish local task breakdown (lowest denominator) • Identify and embed local TR information into the AOF Web MTTR • OI’s, MAJCOM Supplements, QRC’s, RRF’s, OPLANs etc • Ensure local TRs are current according to the MRI • Identify facility management deferred task items
AOF Web - Installation • Minimum requirements (Hardware) • Pentium 166 processor or higher • Computer monitor with a video resolution of 800 x 600 pixels • 2x CD-ROM • Recommended Hardware: • Multi-media kit (speakers and sound card) • 8x CD-ROM or higher
AOF Web - Installation • Software Requirements • OS - MS Windows95 (or better) • Browser - MS IE 4.01 or Netscape 3.0 or higher • PDF Reader - Adobe Acrobat Reader 3.0 or higher • CBT Viewer - Power Point Animator • The Browser, PDF Reader, and CBT Viewer are all included on the AOF Web Program CD NOTE: Netscape is not recommended
AOF Web - Installation Facilities / Offices Training AOF Web Web editor software ie Dreamweaver, MS FrontPage Web Administrator Training
Instructional Technology – Examples: • First TSS 02 CBI (Maxsim v.2.0) • ADACEL developed product • New downloadable 04 CBI available on ADACEL Site • CBI Covers: • MaxSim environment • Trainee positions • Scenario Supervisor • Scenario Preparation • Maintenance Training
Future Projects • SIGNAL - (Simulated and Integration of Ground, Network and Air Links) • PAR Simulator • Anti Hijack CBT • Training Database
SIGNAL • SIGNAL (Simulated and Integration of Ground, Network and Air Links) • FAA developed RADAR simulation program (free) • PC based (only unit or MAJCOM funded computers required) • Intended as a “stop-gap” replacement of the ATCTD for units without STARS/AT Coach • SIGNAL administrator class in development • 2 week TDY to ESC at Tinker
Future Projects – Anti Hijack CBT • FAAO 7110.49E: Unlawful Interference – Hijack/Bomb (Threat) Aboard Aircraft – Procedures and Covert Signals • Updated pre-existing FAA order • Current AFI 13-207 ATC procedures are “loosely” base on previous version • ATC covert communications will change significantly • New CBT will reflect new covert communication procedures
ATC Training Database • Short Term Goal 1: Ensure the new database meets CFM and XA needs and data is accurate. • Short Term Goal 2: Increase benefits to AFFSA, MAJCOM, and UNIT by easing extraction of needed data in graphical and non-graphical methods. • Short Term Goal 3: Provide units simpler means of getting a training snap-shot per individuals or facility ability to TRB presentation and HQs ability to assess/present training initiatives.
Recap • ATC Instructional Technology • Definitions • Products • Future Projects • SIGNAL • Anti Hijack CBT • Database
