DLA Logistics Information Service UIT Program InvolvementMr. Joel Auton
Background DOD 4140.1-R establishes the UIT Committee which is chaired by DLMSO who has the responsibility for recommending improvements in UIT program concepts and technology. The DOD UIT Committee asked DLA Logistics Information Service to develop a method where the users could go to one source to identify all UIT Program items, as such the UIT Committee recommended that we establish a FLIS UIT designator code to provide a standard DOD means to systematically identify that an item is subject to UIT tracking. The UIT Committee requested us to make UIT code identification part of the Cataloging process in FLIS, however, since many of the UIT items are local stock numbers (i.e., MCNs, T or P-NICNs), UIT items cannot become part of the standard cataloging process. However, DLA Logistics Information Service developed a method where the users could go to one source to identify all UIT Program items. We developed DB2 tables to record all UIT items to include the locally assigned NSNs and subsequently developed a UIT CD ROM product and included the UIT code visibility in WEBFLIS. The primary user of the consolidated list of UIT items is DSS. They use the CD ROM product to load the items into their system so a DSS flag can be added for tracking purposes. The Military Services are responsible for providing updates to the DB2 tables at DLA Logistics Information Service.
DLA Logistics Information Service currently maintains the consolidated list of all items in the following DOD UIT Programs: AAA DOD SMALL ARMS/LIGHT WEAPONS SERIALIZATION PROGRAM (DODSA/LWSP) AAB SECURITY RISK CATEGORY 1 NON-NUCLEAR MISSILES AND ROCKETS AAC RADIATION TESTING AND TRACKING SYSTEM (RATTS) PROGRAM AAD NAVY DEPOT LEVEL REPARABLES (NDLR) PROGRAM AAE ARMY MAINTENANCE MANAGEMENT SYSTEM (TAMMS) EQUIPMENT DATA BASE (TEDB) AAF AVIATION COMPONENT TRACKING PROGRAM AAG TRITIUM UNIQUE ITEM TRACKING PROGRAM AAH CONTROLLED CRYPTOGRAPHIC ITEMS (CCI) AAJ POSITIVE INVENTORY CONTROL (PIC) NUCLEAR WEAPON RELATED MATERIEL (NWRM)
Recent Frustrations Recently there were systemic changes implemented in DSS to allow for the creation and flow of various transactions related to the tracking of UIT items. Specifically Small Arms/Light Weapons items in UITDC “AAA” DLA Distribution has or might brief their specific frustrations. Frustration for DLA Logistics Information Service Item Manager decision to include an NSN in a UIT Program Inaccurate data to identify IM’s, NSNs that have no manager, lack of understanding at IM level of policy/requirements for SASP, need for training or bring to attention SASP Policy Resolution: DLA Log Info Svc has been working through Renea Burns and the Services Executive Agents for SASP
RELATED PROJECTS: DODs IUID effort is related in that it is intended to provide individual asset accountability within the supply chain. However, IUID is more comprehensive, and may include items that are currently in the UIT Programs.
