politics • THE ROOTS OF DEMOCRACY were not deep in the Dominican Republic. The country traditionally had been mostly poor, rural, and underdeveloped.
Environment • The most important source for bibliography of books and articles concerning the Dominican Republic is the annual Handbook of Latin American Studies produced by over 130 contributing editors under the editorship of the Hispanic Division of the Library of Congress. • The environment has two sides a Poor one and a good well one.

Society and culture Spanish is the official language of the country and which street signs and restaurant menus are written in. Even though the people linked to the tourist trade generally speak English, knowing some Spanish is a great advantage.

The present civil war has brought Haiti back into the news again, along with its many problems that have afflicted the country for over a century. Haiti is the poorest country in the western hemisphere and now is stricken with a civil war that threatens to bring about a humanitarian catastrophe. On March 17, 1861, Santana announced the annexation of the Dominican Republic by Spain. A number of conditions had combined to bring about this reversion to colonialism. The Civil War in the United States had lessened the Spanish fear of retaliation from the north.
