Vision Behind New SWM System • To modernize the SWM system in Lahore • To transform Lahore into one of the cleanest cities of the world
Impediments • Lack of institutional capacity • Faulty outsourcing model • Financial constraints
Formation of Company • CM Punjab envisaged establishment of a company on the basis of Turkish model. • LWMC established on March 19, 2010 under section 42 of the Companies Ordinance 1984.
Signing of the Services and Asset Management Agreement • Services And Asset Management Agreement (SAAMA) signed on June 25, 2011 • Assets, resources and functions were transferred to LWMC • Residual functions like; • Enforcement, regulation and levy of tax
Agreement with M/s. ISTAC • Agreement signed on 27th December 2010 for technical support; • Waste characterization study • Capacity building of professionals • Identification and designing of integrated waste disposal facility • Designing of new waste management system
Design of New System • Turkish experts of ISTAC identified the gaps in the existing system • New system was designed to outsource SWM services to international companies
International Bidding • Competitive and transparent bidding process adopted • Tenders floated in Financial Times and Gulf News • Contractors selected after detailed technical and financial evaluations
Turkish Companies • The contract was signed on 3rd November, 2011 for a duration of 07 years with two Turkish companies namely; • M/s Al-Bayark in Zone I. • M/s OzPak in Zone II.
Current System – Street Sweeping • Poor quality of sweeping • Inadequate & obsolete equipments • No health & safety gadgets
New System – Street Sweeping • Improved quality of sweeping • Improved design of tools and equipments • Proper health & safety gadgets and uniforms for workers
Current System – Mechanical Sweeping • Obsolete & inefficient technology • High emissions of dust • Inadequate coverage • Poor quality of sweeping
New System – Mechanical Sweeping • Modern, efficient technology • Less / no dust emissions • Coverage of all main roads of Lahore • Better sweeping quality
Current System – Waste Storage • Littering & open heaps in the absence of door to door collection • Inadequate and improper storage equipments • Open storage of waste
New System – Waste Storage • Introduction of door to door collection through bags • Installation of adequate number of new type of containers & waste bins
Current System – Waste Transportation • Open waste transportation • More than 20 years old machinery • Inefficient waste transportation fleet • Lack of fleet monitoring
New System – Waste Transportation • No littering during transportation • New, modern & efficient vehicles • Fleet monitoring through advanced technologies
Current System – Washing • No specialized vehicles for washing • Manual drainage after washing • Rare washing of squares/ walkways
New System – Washing • Specialized washing vehicles with high pressure • Very less drainage effort • Regular washing of major squares / walkways
Role of Citizens in New SWM System • Follow the waste schedules / timings • Do not throw unwanted materials (acid, cigarettes etc) in containers • Volunteer for protection of containers of your area from fire and stealing
Sale of Waste to Private Sector • Agreement of sale of waste to private sector; • DG Khan Cement • PNO Waste Management Expected Technologies include : Segregation, composting or energy from landfill Gas, anaerobic digestion or RDF
Development of Model Areas • Local Area Office for complaint redressal • Waste collection in commercial areas • Special arrangements after rains and storms
Integrated Landfill Facility • Establishment of integrated landfill facility • Site identified • Geo technical investigations conducted • NOC from EPD issued • Land procurement in process
Removal of Waste from Open Plots • Removal of waste from over 2000 open plots • Resolution of complaints • from ECRS (1318), Dengue surveillance committee (200) • Special Branch
