Development • If coating of cargo tanks is mandated in SOLAS, the objective is to provide the coating performance standard. • The standard is based on the performance standard developed for ballast tanks. • It is modified only to take into account the differences between Cargo Tanks and Ballast tanks • It is intended as a minimum standard and recognises that higher standards may be applied.

  5. Differences with Ballast Tanks • Type of coating and compatibility with cargoes • Lack of experience, voluntary coating of cargo tanks on crude oil tankers is generally less then 5years • Area of coating, tank tops and under deck only • Construction and size of tanks

Outstanding Issues • Area of application; • Deck head with complete internal structure, including brackets connecting to longitudinal and transverse bulkheads; • Vertical plating of surrounding bulkheads with attached structure extending 10% of the tanks height but not more than 3 m down from the deck with additional 100mm around vertical brackets • Down to and including the top of the uppermost PMA, and toes of brackets.

  7. Outstanding Issues • Area of Application • Inner bottom and vertically 1m above inner bottom (industry) or • Inner bottom up to the underside of the first longitudinal stiffener but not less than 0.5m • Inner bottom up to 0.1m • Permanent Means of Access • How much of this should be coated? All, none, or only if inside the area previously mentioned.

  8. Outstanding Issues • Develop Test method for Type Approval of Coatings • What environment ? • Cargo specification? • H2S content? • Inert Gas composition? • Sweating? • Temperature? • Frequency of operations • Tank cleaning effects?

  9. Future Work Plan • Develop test (equivalent to annex I) for type approval of coatings • Gather information regarding in service experience on compatibility/incompatibility • Agree the definition for the areas to be coated • Agree how to manage the PMA • Submit a industry standard to IMO that can be used in conjunction with the proposed EU submission.
