GENERAL INFORMATION NEDDIF:NORTH-EASTERN DIGITAL DIVIDEND IMPLEMENTATION FORUM MEMBERS:CZECH REPUBLIC, ESTONIA, FINLAND, GERMANY, HUNGARY, LATVIA, LITHUANIA, POLAND, SLOVAKREPUBLIC MEETINGS:FOUR MEETNINGS (TWO IN 2010 and TWO IN 2011) NEW MEMBERS:BELORUSSIA, RUSSIA, UKRAINE (attended last meeting) ITU Regional Development Forum and Seminar, Warsaw, 7-9.05.2012

  3. Aim of NEDDIF creation The main aim of the NEDDIF is to consider acommon approach to the band 790 – 862MHzusage and frequency coordination and to exchange views and experiences. ITU Regional Development Forum and Seminar, Warsaw, 7-9.05.2012

  4. NEDDIF - Terms of reference The NEDDIF group was created to facilitate the frequency coordination for digital dividend implementation in 800 MHz band, with a view to: • achieving mutual compatibility of the spectrum resources to be used in the implementation of the digital dividend in each country, • finding solutions for more effective cross-border coordination including specific cross-border coordination with non-EU countries with different use of spectrum, ITU Regional Development Forum and Seminar, Warsaw, 7-9.05.2012

NEDDIF - Terms of reference ... and • facilitating any consequential modifications to the GE-06 Plan, taking into account relevant future developments and respect principle of equitable access to spectrum resources. The NEDDIF Group works on the consensus basis ITU Regional Development Forum and Seminar, Warsaw, 7-9.05.2012

Considered problems (main) • Frequency usage by ARNS systems in North-Eastern Europe (790-862 MHz frequency range), • Compatibility criteria between ARNS and mobile ECS in the Digital Dividend band (theoretical and experimental), • Propagation models (theoretical and experimental), ITU Regional Development Forum and Seminar, Warsaw, 7-9.05.2012

Considered problems (main) - cont. • Possibility of rearrangement of channels used by ARNS systems (re-channelling in 790-862 MHz band), • Impact of geographical distribution of ARNS systems on Digital Dividend implementation, • Cumulated impact of mobile ECS networks for ARNS systems (theoretical and experimental), ITU Regional Development Forum and Seminar, Warsaw, 7-9.05.2012

Considered problems (other) • Related to potential re-channelling of frequency positions with channels above 60, • Related to the roll-out of ECS in 790 – 862 MHz (e.g. compatibility at the band edge, protection of digital broadcasting, rechanneling of PMSE use), • New approach to frequency coordination for broadcasting (e.g. potential areas per channel, preferential channels). Results • Modification of propagation model (Latvian proposal to the ITU Study Group 3), • Empirical Assessment of protection criteria between ARNS and LTE (Polish measurements concerning compatibility between LTE system and RSP-10 MN-1 radar system), ITU Regional Development Forum and Seminar, Warsaw, 7-9.05.2012

Results (cont.) ... and • Assessment of aggregated level of harmful interference (Latvian measurements and Polish simulations concerning cumulative field strength generated by mobile network), • Meeting between NEDDIF members and BLR, RUS and UKR, • Agreement of Belorussia, Russia and Ukraine to become members of the NEDDIF Forum, ITU Regional Development Forum and Seminar, Warsaw, 7-9.05.2012

Results (cont.) ... and • Signing bilateral agreements on the use of 800 MHz band for terrestrial systems between some NEDDIF members and BLR, RUS and UKR, • Good cooperation during WRC-12 on Agenda item 1.17 and other issues concerning with the Digital Dividend band.   14. Future plans • Continuation of works concerning with the Digital Dividend implementation, • Start of activities concerning with the second digital dividend (700 MHz band). ITU Regional Development Forum and Seminar, Warsaw, 7-9.05.2012
