French SNEL LAW MINISTER GILLES de ROBIEN ON JULY 15th, 2002 → The owners have 15 years to retrofit 17 risks on their existing lifts → A maintenance contractiscompulsory, contents are clarified (responsibilities) → Technical control by 3rd party every 5 years
FRENCH PORTFOLIO IN 2003 • 450 000 units • 60% > 20 years old • 2000 accidents / year • 10 fatal accidents /year (users & employees) • 3 retrofit regulations (1951, 1986, 1995) • Only 2% of lifts are modernised each year

MAINTENANCE & INSPECTION • MAINTENANCE OBLIGATIONS • Inspired by EN 13015, with no deregulation • → Clarify owners and maintenance companies obligations • → Increase the level of contractual requirements • PERIODICAL TECHNICAL INSPECTION • Inspired by EN 13013-1 and EN81-80 • → Achieved by independent & competent third party • → Periodicity = 5 years

IMPACT ON SAFETY OF USERS 2003-2007 : 25 accidents 2008-2012 : 4 accidents • Serious and fatal accidents were reduced drastically in 10 years • Most serious & fatal accidents have a cause covered by the 17 measures • Accidents occurred where the measures were not yet applied • Since 2000, 85% of these accidents could have been prevented by the SNEL law

MAIN CONCLUSIONS ON USERS ACCIDENTS These figures show that the SNEL law has positivelyimpactedserious accidents whichwerecovered by the 1st step of SAE. If nothinghad been done, theirnumberwould have probablydoubled as the other accidents were not yetaffected by the SAE law.

MAIN CONCLUSION FOR WORKERS Only 20% of the accidents are covered by SAE (modernisation & installation not covered & no impact on travelling accidents) SAE 2010 onlycoversspace in extreme position & machine room access -60% of accidents due to unsafeaccess to machine room Only 3 fatal accidents the last 3 years
OTHERS IMPACTS OF THIS LAW • Reliabilitywasimprovedafter the start-up period • Contribution to refurbishment of portfolio and suppression of obsolescence • Harmonizedsafetylevel on all lift generations • Improvedaccessibilitywithalignmentto EN 81-70 whenpossible (signals, buttons, remotealarm, levelaccuracy,…). • Impact on energysavings(Frequencyconverters, LEDS, stand-by…)
